Description:

The Health Solutions Business Unit is seeking a Program Manager, contingent upon contract award, in Rockville, MD.
The Program Manager for this Food and Drug Administration''s (FDA) large software O&M Program will be a savvy, dynamic, engaged leader experienced in the detailed intricacies of technical task order (TTO) driven contracts and will lead the activities of over 50 program personnel and all activities necessary to insure success of the overall customer mission.
PRIMARY RESPONSIBILITIES:
- Direct and oversee the planning, execution and performance of all contractor activities.
Serve as the primary representative with the Contracting Officer''s Representative (COR) regarding technical and financial program status.
- Effectively collaborate with a variety of customers on activities including the program''s accomplishments and successes as well as issues or conflicts that require resolution.
- Produce and track financial and management reports and will brief Senior Management on overall program status.
- Manage a diverse team of 50 program personnel, partners and subcontractors including engineers and technologists to direct and motivate project team toward successful outcomes and mission success.
- Expertly plan, organize, direct and track all functional program details to include schedules, costs and milestones.
- Manage the O&M activities successfully within the SLA''s set by the customer.
- Provide proactive management and direction of Technical Task Orders.
- Ensure that all phases of support, including installation, upgrades, and configuration issues are properly coordinated, tracked, monitored and resolved.
- Manage and mentor subordinate relationships at all levels of the program to maximize effectiveness throughout the organization.
- Assess and improve processes to bring efficiencies and cost savings
- Oversee improvement initiatives focused on maximizing the effectiveness of existing IT resources to enhance business operations, identifying and managing risk associated with the baseline infrastructure, as well as recommending strategies on the integration of new technologies.
- Work with the customers and various offices within and other vendors throughout the whole Enterprise Performance Life Cycle (EPLC) management process needed to ensure successful releases and service packs.
Qualifications:
BASIC QUALIFICATIONS
A Bachelors degree in Computer Science, Information Systems, Engineering Management or Business Administration and 15 years of experience in Program Management with at least 5 years managing contracts over 6-8 million in value per year and 50 plus personnel.
- Demonstrated expertise in managing software O&M and or development projects with successful outcomes as defined by the customer.
- Proven ability experience with process improvement and cost reduction initiatives
- Experience managing mission critical applications portfolio.
- Demonstrated ability to manage the deliverables within the service level agreement (SLA)
- Experience managing large programs with multiple subcontractors;
- Strong understanding and experience with EVMS
- Experience with proposal writing, scheduling and budgeting;
- Must be certified PMP.
Desired Qualifications:-
- Experience with managing programs in a Health and Human Services (HHS) agency, preferably FDA
- Domain knowledge in Health regulatory area.
- Information Technology Infrastructure Library (ITIL) certification
- Windows and/or Unix Server experience required;
- Cloud migration experience desired
- Oracle experience desired
