The Systems Group (SG) Senior Business Consultant provides comprehensive CA-MMIS and Medicaid consultation services to DHCS on matters of potential projects, legislation, scale of magnitude estimates, and high level business requirements. The Senior Business Consultant works very closely with DHCS to assist in achieving Department goals related to CA-MMIS technology and policy strategic objectives.
Bachelor's degree in business, information technology, healthcare, or related field
Minimum five years experience in fiscal intermediary or healthcare operations for a government or private sector health care payer
Minimum two years MMIS experience
Minimum five years related experience demonstrating familiarity with requirements gathering, system design, and the SLDC in complex mainframe and non-mainframe technical environments as a business analyst or IT consultant
Project Management Professional certification or equivalent IT certification required
Demonstrated record of delivering high levels of client service and establishing objectives and plans for the organization's operation
Excellent verbal and written communication skills required
Takeover Phase:
Assists in updating SG procedure manuals and documentation as required
Participates in CA-MMIS knowledge transfer in preparation for Assumption of Operations
All Other Phases:
Consults with DHCS regarding CA-MMIS system capabilities
Provides technical alternatives for proposed DHCS changes
Provides rough order of magnitude estimates for potential DHCS projects
Assists with Business Requirements Document (BRD) development for CA-MMIS system changes
Assists with requirements gathering for System Development Notices (SDNs)
Assists with production of the Specific Functional Design (SFD) documents within the SDN life cycle for use by SG technical staff to produce the technical designs from which system changes will be developed
Provides guidance and mentorship to lower-level SG staff members
