Resume and supporting documents (See How To Apply Section) This is a non-Bargaining Unit position Relocation expenses will not be paid Non-Supervisory position One year Probationary period Major Duties: This position is located in one of the three types of offices, a District Office without a Laboratory, a District Office with a Laboratory, or a Regional/Specialty Laboratory. The Administrative Management Specialist will be responsible for: Administers overall budget, accounting, and financial management programs; Maintains control over all Field Office expenditures including budgeted operating funds, Region, Headquarters, and other designated funds such as, overtime pay and cash awards; Serves as the point of contact for all Field Office contracting and procurements including equipment and services procured through the contracting office and related procurement sources; Provides advice and assistance on the performance management systems, incentive awards and beneficial suggestion program and other productivity measurement and improvement programs; Conducts statistical analysis to ascertain program trends and compliance with productivity measurement program requirements; and Coordinates and provides oversight of student temporary employment programs. Qualifications: In order to qualify for the GS-11 level you must possess one of the following: A. Have completed one year of specialized experience, equivalent to the GS-09 level in the Federal service, providing a variety of administrative management services in the area of (1) budget, accounting, and financial management; (2) program management, analysis and studies; (3) contract management and information technology acquisition; and (4) human resources management program support. Typical assignments include: developing budget forecast; reviewing IMPAC cardholders monthly invoices; providing budget report training to various staff; conducting a variety of studies and program analysis for related program management areas to identify problems and resolve work processes and procedures; initiating contract documents; and providing advice to management on staffing and recruitment, position management and employee management matters; provides assistance and guidance to staff at all levels within the agency; OR B. Have completed a Ph.D. or equivalent doctoral degree; or successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. from an accredited college or university with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of the position, in a field such as business administration and public administration; or LL.M., if related; OR C. Have completed less than one year of specialized experience as described in letter A above, and I have not completed my graduate level education as described in letter B above. However, I have a combination of the experience and education that when combined equals at least 100% of the total requirement. (Note, only graduate education in excess of the first two years may be used in this computation). In order to qualify for the GS-12 level you must have at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, performing a wide-range of specialized analytical methods and techniques to evaluate the effectiveness of administrative program work processes and procedures; Conducts studies and analysis for many different and unrelated processes and methods; plans and carries out complex work assignments such as, preparing the annual Financial Operating Plan (FOP), participate in studies having nationwide impact; and conducts statistical analysis to ascertain program trends and compliance with productivity measurement program requirements. Independently resolves problems based on knowledge, experience, and judgment; Makes decisions that impacts the organizational improvement and program effectiveness.
