Terms of Reference Consultant for the Implementation of SharePoint for the Board eCenter Corporate Secretariat Technology Services (SECTS)
The Corporate Secretariat Vice-Presidency (“SEC”) of the company's supports the Board of Governors and the Executive Directors (EDs) of IBRD, IDA and MIGA in executing their fiduciary and governance responsibilities. SEC, therefore, maintains relations with all the company's institutions and serves as the key interlocutor between the Board of Governors, the Executive Directors, the President and Senior Management, operational management and staff. SEC’s primary purpose is to facilitate strategic focus and efficient interactions between the Board and Management to help the company achieve its overall goal of poverty reduction.
The Corporate Secretariat Technology Services unit (SECTS) is located within Corporate Affairs and Administration unit (SECCA), Corporate Secretariat Vice-Presidency (SEC) and provides information technology and management services to the Board of Governors, Executive Directors, the President’s Office and Senior Management.
The Corporate Secretariat Policy and Operations unit (SECPO) is also part for the Corporate Secretariat Vice-Presidency (SEC) and is responsible for managing the Boards Work Program and Board Meetings. In order to carry out their duties, SECPO relies heavily on staff from SEC to initiate, request, coordinate, confirm and distribute information for a given Board or Committee meeting from numerous company counterparts.
Background:
The Corporate Secretariat desires a shared, electronic platform that uses the latest technologies and is more efficient, less error-prone, and more accessible by both SEC and major client groups. This shared platform (eCenter) would facilitate and centralize such routine functions as scheduling a meeting, clearing and submitting documents, confirming and updating attendance, requesting video-conference links, briefing the Chair of the meeting, distributing EDs and staff statements, etc. The objective is to fully integrate the full gamut of Board-related processes from internal drafting through public disclosure.
SECTS and SECPO require the services of a consultant to be the architect and designer of a new SharePoint environment for the recently approved Board eCenter that will serve the needs of SECPO and its relevant company counterparts. The candidate will work with various business units within SEC to review and assess the current information systems implementation, review existing business and technical requirements, identify any new requirements, architect eCenter SharePoint application, implement necessary systems to support the Board and Senior Management, and bring on line at least two specific SECPO business processes by the end of FY12.
Scope of Work and Deliverables:
* Validate the existing business, technical and security requirements * Document recommended SharePoint architecture and system design as the basis for the development of applications responsive to the identified business and technical requirements. * Design internal secure SharePoint 2010 environment for Board Meetings “eCenter”, which will facilitate collaboration between SECPO and its counterparts across the Bank group integrating all relevant work processes, with whom they need to interact in order to fulfill their duties. * Develop, test and move into live production at least two SECPO business practices (Attendance and Written Statements) by end FY12. * Develop, implement and incorporate any additional agreed changes into the Corporate Secretariat information systems. * Adapt existing systems to new internal secure SharePoint 2010 environment for the Executive Directors Offices which will facilitate internal office collaboration and document/information exchanges.
Qualifications:
* Extensive experience (5+ years) designing and implementing information systems and collaborative platforms within government/public/private sector agencies. * Ability to understand and document step-by-step complex business process requirements (e.g. document flows). * Demonstrated, outstanding analytical skills as applied to the critical evaluation of processes/systems against business objectives, including pro-actively identify opportunities for process improvement, simplification and streamlining, and initiative in seeking out and assessing relevant, external best practices. * Ability to map processes and matching system technical requirements completely and accurately. * Ability to write/document requirements rapidly with attention to detail and understanding of underlying information and technical architecture. * Ability to translate the requirements into applications that are simple, well integrated and that effectively support identified business needs. * Excellent ability to conceptualize the big picture of how information systems fit together and are interlinked * Demonstrated experience in understanding of Corporate business processes, comparable to the Bank’s Corporate Secretariat, and ability to translate this into efficient and effective collaborative systems, through SharePoint or other tools. * Knowledge of available and alternative technical solutions which would help achieve greater efficiency/effectiveness in Secretariat work and their potential to integrate or replace existing platforms. * Proficiency in SharePoint 2010 infrastructure planning, Configuration and Development and Customization.
