Description

As a data modeler for the Transformation and Systems Consolidation (TASC) program, formulates and defines systems scope and objectives through user needs and an understanding of business systems and industry requirements and translates them into business process models that are used by the design and development team to build system functionality. Performs at a technical level on all phases of analyzing business and user needs, documenting requirements, and translating into proper system requirement specifications. Develops or modifies procedures to model complex solutions for developing functionality within TASC. Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise.

Interviews personnel from functional user area under study to learn "as-is" systems operations and procedures/processes and information requirements of the internal and external data flows associated with the current system and translates this information into the "to-be" model that will implement new functionality within the TASC system. Analyzes client resources, including financial, acquisition and asset management requirements.

Performs business process re-engineering and analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary to build data models that will support new functionality as prescribed by the development and software system specifications and requirements documents. Tracks and documents changes to functional and business specifications as well as to the "to-be" and "as-is" system process flows and views. Monitors and documents post-implementation problems and revision requests.

Develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.

Adheres to configuration management and documentation practices.

Required Qualifications:

* This role will require the ability to perform detailed, complex business process modeling and analysis, plus knowledge of functional requirements analysis and modeling necessary to assess advanced systems concepts, specifications and functional process maps.
* Must have prior experience in a related field of expertise as a data modeler and requirements analyst.
* Bachelor's degree (in Computer Science or related field) or equivalent, and seven to nine years of related (large-scale information system modeling) experience.

Desired Qualifications:

* Possess knowledge of industry-accepted business case modeling procedures and processes as they relate to business intelligence and data warehouse principles and design factors.
* Have an understanding of DHS financial, acquisition and asset management data systems
* Hold a basic understanding of DHS customer roles in the financial, acquisition and asset management processes and business intelligence/data warehousing functionality in relation to financial, acquisition and asset management functionality.
