The Business Systems Analyst (BSA) is responsible for the delivery of services and resolution of client issues for the COBRA and Carrier Exchange products. This position must be able to organize daily tasks across multiple clients to ensure that issues are researched and resolved in a timely manner. Also required is trend analysis and accurate system set-up and testing to reflect client requirements.

Job Skills/Requirements
Responsible for successful transition of a client from implementation to ongoing operation.
Audit and troubleshoot issues with client/carrier data feed execution. Identify core issues with execution and develop solutions for long-term improvement.
Facilitate cross-functional analysis of issues and enable the understanding of root cause among client team members. Provide plan and direction to multiple functional areas to facilitate issue resolution.
Serve as the primary contact for clients or carriers technical and benefits HRIS resources, and partner with them to determine the clients or carriers reporting requirements, administrative needs, and technical capabilities.
Interface with the client to collect new business requirements and leverage knowledge of platform capabilities to design a solution. Manage the development and deployment process for the solution.
Process and/or review daily/weekly data file to include research and data resolution of file errors.
Track and report event activity and/or trends to the client/carrier resulting from the data load.
Create, manage and document data feed specifications, set the production schedule, work with others to ensure the feeds are brought into production, and monitor the process to ensure successful stabilization.
Perform and/or review the custom/generic enrollment form and confirmation statement production process.
Research and resolve assigned escalated participant specific issues and general inquiries reported through issue tracking.
Review the resolution of the error reports, group assignment failures, financial discrepancies, and group rate errors, as completed by other team members.
Review and research census exception report and send findings to client.
Create ad hoc reports required by external or internal staff.
Complete assigned tasks as they relate to special projects or open enrollment.
Set up plan design changes for open enrollment/implementations.
Assist in the testing of all phases of open enrollment/special projects including system functionality, forms, IVR, internet and online screen functionality.
Implement process improvement projects to improve quality, efficiency and/or reduce cost.
Identify opportunities to leverage best practices across clients and provide leadership to enable adoption.
Develop requirements and lead development efforts to deliver enhanced application functionality to client or operations teams.
Serve as the day to day contact with the client or carrier and partner with them to ensure that their expectations are met related to all aspects of service delivery.
Responsibilities may also overlap with the Associate Analyst position.

Requirements
2 4 years previous experience in a BSA role.
Excellent analytical, problem solving, and critical thinking skills.
Strong written and verbal communications.
Ability to self-prioritize across multiple projects to meet deadlines.
Ability to operate efficiently and calmly during high stress situations.
Ability to elicit client confidence in solution delivery.
Ability to document processes, develop best practices procedures, and support change management as processes evolve.
Ability to collaborate with Product Development & Product Management in support of product delivery.
Ability to identify pricing and revenue opportunities, technological and process innovations.
Ability to write moderately complex queries in SQL.
Ability to create and utilize simple macros and scripts (in Microsoft Office and a Unix shell, as needed).
Initiative to proactively and unilaterally identify process improvements and tools that would increase accuracy and efficiency.
Familiarity with PeopleSoft, SAP other HRIS systems a distinct advantage.
Familiarity with commercial mapping software or ETL tools an advantage.
Familiarity with statistical analysis and/or formal quality assurance programs an advantage.

Additional Information/Benefits
All benefits are effective on the 29th day of employment with the exception of tuition reimbursement and STD, which is effective after 90 days of employment.
