Serve as a Configuration and Data management Specialist and perform specific portions of configuration, data, engineering data, and deficiency management tasks in support of a Group within a Wing organization.
· Provides configuration, data, engineering data management, and deficiency reporting requirements for new and revised statements of work, requests for proposals, acquisition management plans, and other program documentation. · Ensures that technical documentation in the form of specifications, Interface Control Documents (ICDs), Acceptance Test Procedures (ATPs) and engineering drawings document the4 functional, allocated and product baselines. · Participates in formal technical reviews of contract end items such as Preliminary Design Review (PDR) and Critical Design Review (CDR). · Evaluates Engineering Change Proposals (ECPs). · Request for Deviations (RODs), Contract Change Proposals (CCPs), and Advance Change/Study Notices (ACSNs) for adequacy, completeness and compliance with directives. · Controls request for data accession list and processes one-time Data Item Descriptions (DIDs). · Routinely provides correct configuration and data requirements. · Consistently monitors applicable contracts for appropriate configuration and data management requirements. · Typically maintains currency of DoD/USAG instructions, directives, military standards and specifications, data item descriptions, and other information applicable to data management. · Typically develops and administers adequate configuration baselines. · Guidance provided to contractor concerning specifications in normally accurate and reasonable. · Almost always presents accurate and timely configuration/data management at meetings, technical reviews, and conferences. · Manages the Configuration Control Board process. · Establishes and maintains files for contract data requirements for each assigned contract. Job Requirements :
Experience: 5 or more years of relevant experience
Undergraduate degree of BA/BS a plusRequirements:· Strong communications skills, both verbal and written. · Ability to plan, organize and chair conferences and meetings. · Skill in developing corrective actions for observed discrepancies. · Ability to manage staff. · Maintains a professional attitude in all situations. · Ability to manage multiple priorities. · Knowledge of engineering drawings and contractor engineering control/release processes. Understanding of contractor estimation/pricing techniques as related to proposal evaluation. · Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management, and audits. · Knowledge of the Wing structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures. · Skill in developing corrective actions for observed discrepancies. · Familiarity with policies and issues pertaining to priority rights in data.
