The Senior Contracts Manager will support business within the Public Sector License Contracts Group and will be responsible for managing contract activities from simple, routine, to highly complex contractual arrangements. The ideal candidate will have experience in managing the negotiations and administrations of Federal Government and/or State and Local contracts.



Brief Description

Processes and invoices customer orders in accordance with agreed contracts. Monitors contract and business terms to mitigate Oracle*s risk.

Detailed Description

As a member of Contract Management you will assist customers, both internal and external, with license contract interpretation, negotiations and administration of licensing agreements including extensions, new business, invoicing, credit holds, receivable issues and consolidations. Draft and negotiate standard and non-standard contracts. Act as a liaison between consultants, Credit, License, Tax, Business Practices, Revenue accounting, and customers to resolve contractual and consulting business issues. Validate all aspects of contract packages for accuracy and compliance with Oracle*s Business Practices and Consulting Business Approvals/Process while maintaining customer satisfaction and responsiveness. Submit contract order packages to Revenue accounting for order processing and project funding. Anticipate problems and initiate actions to ensure customer orders are processed efficiently. Prepare contract status reports.

Job Requirements

Leading contributor individually and as a team member, providing direction and mentoring to others. Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. Excellent written, verbal, interpersonal, and analytical communication skills. Organized, detail oriented, and time management skills. Experience drafting and negotiating complex commerical, federal, state, and/or local government contracts. Ability to work effectively under time critical deadlines. Working knowledge of FAR/DFARS. Proficient in Email, MS Word and Excel. Knowledge of Oracle policies and procedures desired. 8 year experience in drafting and negotiating fixed price and time and materials commercial, federal, state, and/or local government contracts. BA/BS degree in Business; MA or Law degree or equivalent. Prior experience in high tech industry, consulting, or professional services industry preferred.

The ideal Senior Contracts Manager will have the following capabilities, skills and experience:

1)Negotiate contracts, including price, terms, and conditions; and review subsequent contractual documents for legal sufficiency prior to execution


2) Ensure internal contractual compliance with the terms and conditions of the contract and compliance with designated management objectives and approvals


3) Serve as a point of contact for contract questions, issues, and problems for contracts within assigned territory

4) Anticipate potential problems and proactively interface with mangers by providing input and recommendations for solutions; provide continual status of on-going negotiations and activities to management

5) Use specified computer applications for contract monitoring, generation and transaction booking

6) Review solicitations and identify terms and conditions that different from corporate objectives or standards; provide input into solicitation responses

7) Prepare customer required documentation, such as certifications and representations, and manage timely filing of contractual obligations

8) Review and negotiate Teaming Agreements, Non Disclosure Agreements, and other agreements as required

9) Maintain current knowledge of relevant corporate contractual procedures and practices

10) Participates in special projects as required

Desired Core Skills (Senior Contracts Manager)

1) Work independently with a high level of discretion in applying standard policies, procedures and reasoning in accordance with corporate typical practices to situations where procedures are undocumented. Document reasoning; be able to defend decisions, and identifying levels of risk to Oracle.

2) Manage all of the details associated with the lengthy negotiation of complex contracts by displaying a high level of organization and efficiency in tracking multiple approvals and input from varying sources, version controlling documents, documenting details and events, assigning tasks and expectations to other groups, providing leadership of the negotiation process and formulation of complex multiple part sometime 1,000 page plus contracts.

3) Accommodate customer schedules across multiple time zones.

4) Provide on-demand (at the time of request/call) succinct, articulate support on license and technical support issues to Sales and Customers delivered in a flexible on-demand basis without advance notice.

5) Participates in special projects as required including undertaking undocumented new tasks and recording the how-to-steps for replication by others. Identify risk and use discretion on what approvals need to be sought for such new task

6) As opportunities dictate by Sales, work extended hours and weekends as necessary without advance notice.

7) Independent research, preparation and on-going education in order to perform job responsibilities.

8) Provide continual status of on-going negotiations and activities to management.
