Desired skills Former Navy / Marine Corps officer or senior enlisted with Navy or USMC IT contract management experience. Experience with Performance-Based Contracting (PBC) including the formulation and administration of award fee performance evaluation plans (PEPs) and quality assurance plans (QASPs). Experience as a contracts administrator or contracts manager on either the Navy's NMCI or the Navy COSC contracts will be a major "plus" in finding the best candidate for this position.

Specialized experience with five (5) years of acquisition/contracts management experience with
the DoD, with a minimum of three (3) years of experience managing an ACAT I/II contract.
The Navy Next Generation Enterprise Network (NGEN) Transport(TXS) contract is expected to be awarded to a single ID/IQ bidder during the second half of CY 2012. NGEN TXS Contracts Manager will be assigned to the capture effort during the proposal development phase, and will support Best and Final Offer (BAFO) / Final Proposal Revision (FPR) / and Orals / Discussions (if required); and will remain on the NGEN TXS program management team following contract award.
The NGEN TXS Contracts Manager will serve as the Government's primary point-of-contact for the negotiation, management, administration and execution of all contract-related matters. The ideal candidate for this critical position will have performed successfully as the contracts manager for a major LM DoD contract. He or she will be assisted by a small staff therefore a Full Spectrum Leader is required. This position is an intense and demanding assignment that will most likely require overtime and/or weekend work during both the proposal and the execution phases.
The NGEN TXS Contracts Manager must be a current employee of LM's contracts administration team within IS&GS (preferably IS&GS Defense). He or she should have a strong understanding of the Defense Federal Acquisition Regulations (DFAR) and a basic understanding of the Navy's NMCI / COSC contract; DoD organization, administration, regulations; and DoD / Navy information technology governance. He or she must understand the NGEN TXS contract's operational and technical requirements as described in the NGEN SOW/PWS. He or she should also have experience in the following areas:
. Intensive and progressive experience in managing Navy / DoD performance-based contracts similar in nature, scope and complexity.
. Specific experience managing large and complex Navy or DoD contracts during program startup where an incumbent Prime Contractor is being "unseated."
. Establishment and maintenance of high quality customer relations with Government / DoD / Navy contracting officer counterparts and their subordinate staffs.
. Excellent written and verbal communication skills, including strengths in public speaking (formal presentations to senior Government officials, and experience leading negotiations with high-level Government / DoD / Navy officials will be required).
