The successful candidate will primarily focus on contractual support for key target and strategic proposal initiatives and act as a contractual advisor to contracts staff and proposal / capture teams. In addition, the candidate will manage and oversee certain Federal contracts, grants and other agreements through all phases of their life cycle from solicitation review and proposal preparation through performance and close-out. The candidate will also be responsible for management and mentoring of a staff of contract administrators. This position is also responsible for the coordination, review and negotiation of Teaming and Confidentiality Agreements, the administration of potentially classified contracts, and the review of new business opportunities to assist in making bid/no-bid decisions and recommending proposal strategies. As the company's contractual representative, the candidate will interface with client on site meetings or during teleconferences, analyze business development situations and suggest solutions. The candidate will be expected to contribute contractual / cost approaches on proposals, provide observations into risks that may be present and actively provide suggestions for overcoming/minimizing those risks.
The successful individual will be responsible for the cost proposal & contract proposal development lead to include: cost volume narratives author/reviewer; collaboration with technical proposal teams and finance on winning pricing strategies; collaboration with subcontracts/procurement departments on subcontractor/vendor RFPs and proposals; contract negotiations lead by collaborating with senior management and providing assistance / recommendations in the negotiation of contracts; contract management and administration, which encompasses supervising and at times, actively participating in the execution of all phases (proposal through closeout) of the contracting life cycle for contracts, grants and cooperative agreements; interacting with other corporate staff and technical staff members in direct support of contracting and proposal needs and indirectly, in support of internal and external inquiries and audits, as well as implementation of policies and procedures; recommendations on policy change and development of policy to support changing regulatory requirements, and recommendations on procedure change and development of procedures to improve efficiency.
The ideal candidate will review government solicitations (RFPs, RFQs) and coordinate proposal responses through the appropriate management personnel, responsible for planning, organizing, staffing, directing, and controlling a team of subordinates engaged in similar work, will recommend Human Resources actions to include hiring, terminations, transfers, promotions, and salary increases, and also assist in developing staffing plan, training needs, and will provide direct input into performance reviews of individuals supervised. The successful individual will interact with subordinates, executive management, corporate business staff, as well as technical staff, clients and government entities.
The selected applicant must possess a Master's degree in Business or related program and at least 8 years directly related experience or a Bachelor's degree in Business or related program, plus at least 10 years of directly related experience and must have directly related experience with DoD contracting regulations and intimate proficiency with the FAR and FAR supplements. Applicants must have experience in supporting large dollar proposals, ISO 9000/14000 experience also necessary, must be able to work independently with minimal supervision, and contractual support for key target and strategic proposal initiatives.
PREFERRED QUALIFICATIONS:
- An MBA or a Masters in Government Contracting is preferred. A Masters Certificate in Government Contracting is also positive, and although not required, CFCM or CPCM certification will be beneficial to prospective candidates. Some experience in contracting at various state levels and commercial contracting is also a positive.
- Individual must have directly related experience with DoD contracting regulations and intimate proficiency with the FAR and FAR supplements. The individual must have experience in supporting large dollar proposals.
- Experience with Cost Point a plus.
