Description

Requirements:
Bachelor's degree. Masters Degree preferred. Acquisition Level II certified, Level III preferred; Experience in acquisition of chemical/biological detection equipment desired but not required; Knowledge of the “Detect to Treat vs Detect to Warn Systems” is critical; knowledge of DoD JCIDS acquisition system and documentation required; knowledge of a PM/PEO staff procedures to include preparation of acquisition documentation, briefings, point papers, and analyses required. Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP), NIMS and ICS certifications required; Experience with writing and analyzing operational plans required. Candidate will be an excellent communicator (written and verbal). Must be able to work with minimal supervision. Must be able to work as part of a team with internal and external colleagues. Ability to travel and work outside normal business hours. Individual must possess, a DoD SECRET security clearance or higher.
The candidate should have knowledge of exercise design and development processes including knowledge of HSEEP and knowledge of program management, needs assessment, evaluation, and analysis. The candidate should understand the appropriate DoD and DHS regulations governing CBRN training and exercises and be innovative in determining the best ways to implement CBRN training and exercise into the overall force protection efforts to facilitate a synergistic protective environment for DoD installations and between the other functional areas of the CBRN IPP Program. The candidate should have a background in NIMS, NRF, DoDi policy/regulations. An understanding of CBRN Medical response strategy plus knowledge of its interplay with Biological Agent detection is critical (Detect to Treat System). The candidate should possess a thorough understanding of Chemical and Radiological Detection (Detect to Warn systems). The candidate should have significant experience producing and administering DoD training programs. Position will require up to 40% travel to CONUS and OCONUS locations.
Desired qualifications:
Former military/DoD CBRN leadership with ten or more years of experience;
Knowledge of DoD acquisition system and documentation;
Experience with preparation of materials for senior DoD staff review.
Job Duties:
The CBRN Installation Protection Program Emergency Management Analyst will work within the CBRN IPP primary staff under the Joint Program Manager-Guardian office located at Falls Church, VA/Edgewood, MD. The candidate requires an in-depth understanding of NIMS and ICS standards, HSEEP and CBRN training and exercises. The successful candidate must be able to gain an understanding of the IPP Family of Systems, key business decisions, and project documentation developed by the project team and contractors. The candidate requires a thorough understanding of the key components of an operational plan, with preferred experience in writing and analyzing such plans. He/she will need to be adept at coordinating with a diverse group of military and government authorities, as well as local, State and Federal Government organizations and operations regarding training and exercise standards and protocols; and bring the technical knowledge and leadership required to help develop an effective and integrated CBRN operational readiness program for DoD installations throughout CONUS and OCONUS. The position will be technically focused and the individual must be knowledgeable in training and exercise standards as well as be conversant in the support of CONOPS plans development in the CBRN arena. The successful candidate should exhibit a broad knowledge of CBRN Detection, Medical, DECON and Collective Protection providing him or her with the ability to adapt well to rapidly changing requirements within the CBRN field. This analyst is expected to supervise the development of new training programs and capabilities within the Integrated Base Defense concept. Candidate should be available for up to 40% travel to both CONUS and OCONUS installations.
