Functional Description:
A proven professional, the GIS Analyst is competent to work on complex projects and applies an in-depth knowledge of technical and spatial analysis concepts, practices and procedures. The incumbent regularly works under deadlines and is capable of handling extreme workloads. The GIS Analyst acts independently, operating with only general direction; errors at this level may cause significant disruption or major cost. Incumbents regularly provide guidance to and assist in training less experienced GIS technicians, and end users. Provides functional and technical expertise to formulate geographic information system scope, objectives, and GeoDataBases; devises or modifies procedures to solve problems using geographic information systems. Prepares detailed specifications from which geographic information systems are tested, debugged documented, and implemented. Assignments are in technical and local government functional areas.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Performs definition of user functional requirements by translating development and/or maintenance requirements into specifications; creates and implements geographic database designs. Creates advanced geospatial products for client and general public use.
Analyzes existing and new software for incorporation of desired geospatial functionality. Performs detailed reviews and analysis of user department needs, new equipment, new technology, and other factors and trends impacting existing and proposed geographic information systems. Facilitates the development and implementation of solutions that conform to client requirements.
Formulates recommendations on alternative approaches to realize desired functionalities and/or enhancements and desired levels of performance. Performs feasibility studies, life cycle analysis and/or cost/benefit studies.
Consults with hardware, communications and database experts and/or vendors to ensure viability of systems, software, and data.
Prepares GIS quality assurance test plans; conducts acceptance tests; confirms and presents results. Reviews vendor and other datasets for quality, accuracy, and conformity and incorporates approved datasets into the production environment.
Ensures that systems documentation is updated according to client and ACS' standards. May assist in user training.
Maintains state-of-the-art knowledge and compiles information into recommendations/analyses.
Participates in presentations where application requires technical staff, and may conduct research for, or write portions of, technical proposals.
May be responsible for instructing, directing and monitoring the work of assigned technical personnel.
Education and Typical Years Experience:
A Bachelors degree in GIS or related technical field or equivalent work experience.
Minimum 3-5 years of progressively responsible related technical experience using GIS data, software and tools.
Special Requirements - Preferred/ Key skills:
Attention to detail while designing and maintaining GIS datasets. Ability to read, understand and work from plats, deeds, legal descriptions, drawings and other source documents. Knowledge and understanding of the PLSS (Public Land Survey System). Skill in operation of computer hardware and Microsoft Office applications. Proficiency and experience with ESRI's ArcGIS core software products and extensions, including COGO, Spatial Analyst, Network Analyst, ArcSDE and ArcGIS Server. GIS Web application development experience using FLEX/FlashBuilder and scripting experience with Model Builder and Python are desired assets. Working knowledge and understanding of topology, surveying, GeoDataBases, SQL Server, and cartographic principals and practices. Must have excellent interpersonal, presentation, and organizational skills, high energy level, sound judgment, logic, and problem solving skills..
