Job Description:

A proven professional, the GIS Technician is competent to work on basic to complex projects and applies a working knowledge of technical and spatial analysis concepts, practices and procedures. The incumbent regularly works under deadlines and is capable of handling moderate to heavy workloads. The GIS Technician acts independently, operating with only general direction; errors at this level may cause a significant impact. The GIS Technician provides functional and technical expertise to formulate geographic information system scope, objectives, and GeoDataBases; devises or modifies procedures to solve problems using geographic information systems. Prepares detailed specifications from which geographic information systems are tested, debugged documented, and implemented. Assignments are in technical and local government / criminal justice functional areas.

REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:

Performs maintenance of GIS datasets used by Weld County criminal justice agencies under the direction of the GIS coordinator. Datasets include but are not limited to address points, address centerlines, reporting districts, jurisdictional boundaries, and the Master Streets Address Guide (MSAG). Develops and uses QA/QC tools and procedures to ensure an extreme level of accuracy and completeness. Understands vendor constraints and develops GIS data that conforms to vendor specifications. Tests and imports GIS data into various applications.

Performs definition of user functional requirements by translating development and/or maintenance requirements into specifications; creates and implements geographic database designs. Creates geospatial products for client and general public use.

Facilitates the development and implementation of solutions that conform to client requirements.

Consults with hardware, communications and database experts and/or vendors to ensure viability of systems, software, and data.

Prepares GIS quality assurance test plans; conducts acceptance tests; confirms and presents results. Reviews vendor and other datasets for quality, accuracy, and conformity and incorporates approved datasets into the production environment.

Ensures that systems documentation is updated according to client and ACS' standards. May assist in user training.

Maintains state-of-the-art knowledge and compiles information into recommendations/analyses.

Participates in presentations where applications requires technical staff, and may conduct research for, or write portions of, technical proposals.

Education and Typical Years Experience:

A Bachelors degree in GIS or related technical field or equivalent work experience.

Minimum 1-3 years of progressively responsible related technical experience using GIS data, software and tools.

Special Requirements
- Preferred/ Key skills:

Attention to detail while maintaining GIS address datasets. Proficiency and experience with ESRI's ArcGIS core software products and extensions, including ArcSDE, and ArcGIS Server. Working knowledge and understanding of topology, GeoDataBases, SQL Server, and cartographic principals and practices. Skill in operation of computer hardware and Microsoft Office applications. Must have excellent interpersonal, presentation, and organizational skills, high energy level, sound judgment, logic, and problem solving skills.
