OBJECTIVE
To obtain the services of a full-time Senior Application Developer Consultant to assist the Internal Services Department (ISD) Management Information System Division (MISD) project team to enhance the new Discipline Management System(DMS) system for the Los Angeles County.

BACKGROUND
DMS was originally created by the staff of MISD for the Human Resources Administration Division Discipline Unit using the Microsoft .NET technology. The Department of Human Resources has requested the system be expanded to countywide use. The Child Support Services Department (CSSD) has piloted this system for three (3) months and has also requested modifications to the system to suit their needs. A database re-design and programming enhancements to the system are required in order to modify it and expand it countywide. The current system was designed for ISD use only and does not have the securitypermissions and other functions to accommodate the countywide rollout request or the system modification requested by CSSD and a Senior Application Developer Consultant is needed to assist the DMS programming team in completing these enhancements. The Consultant needs to have experience in ASP.NET, C#.NET.

DUTIES
The Senior Application Developer Consultant shall complete all of the followingduties:
.Code systems to meet requirements.
.Share DBA duties, including writing stored procedures.
.Assist DMS programming team in maintaining existing DMS applications.
.Assist DMS programming team in converting data from existing DMS applications to the new system.
.Develop object-oriented codes using the C#.NET programming language.
.Assist DMS programming team in developing additional reports.
.Integrate web-based reporting mechanism into DMS.
.Utilize test-driven development methodologies.
.Transfer the knowledge of the codes to the team by the end of this Work Order.
.Participate in comprehensive documentation of existing and future development.

WORK ORDER ADMINISTRATION
The County Manager will make written assignments, monitor work in progress, andreview/approve the Consultant's work. The County Manager will monitor allexpenditures. The Consultant shall submit a status report every week.

REQUIRED MINIMUM QUALIFICATIONS
The candidate must all the following minimum qualifications:
1. Four (4) years experience, within the last six (6) years, with projects demonstrating analytical/problem solving skills in system analysis and design, program coding, program testing, and debugging using Microsoft .NET technology (C#.NET, ASP.NET, and Visual Studio).
2. One (1) year experience, within the last five (5) years, with Component Scalable Layer Architecture (CSLA.Net).
3. Three (3) years experience, within the last four (4) years, with JavaScript, HTML CSS programming.
4. Three (3) years experience, within the last five (5) years, with SQL Server and Transact SQL.
5. One (1) year experience, within the last three (3) years, with Microsoft SQL Reporting Services and Crystal Reporting.
