Job Duties:
This position provides leadership and management of the Application Development and Support Section specifically identified to provide application development services in support of the strategic business plans for the Modal and Corporate areas for the Department of Transportation (DOT). The section is responsible for the development, implementation, maintenance, and support of all Modal and Corporate business applications. Prioritized application development projects are defined and scoped in partnership with the Modal and Corporate business owners and other stakeholders. This position manages the resources and delivery of prioritized IT projects.
As a section chief, this position is responsible for providing leadership, change advocacy, agency representation and participation, and assigning appropriate resources to statewide or interagency DOT Modal and Corporate application development planning or project teams. This position will partner with the members of the BITS management team to develop and deliver consistent, quality IT products and services to the business customers. The position will assist the IT Bureau Director with preparation and implementation of short and long term information technology plans and setting DOT Modal and Corporate application development priorities consistent with the plans.
This position is responsible for developing and monitoring operating plans and budgets, policies, procedures, standards and guidelines to insure cost effective, customer focused delivery of application development systems and services. This position is also responsible to identify resources needed for each project, determine staffing needs, acquire outside contractor services and manage the staffing resources to provide application development and support to DOT Modal and Corporate business customers.
This position assists and advises the BITS Director on priorities, finances, hardware/software purchases, business opportunities and customer service issues related to DOT Modal and Corporate application development and support. The position is responsible for ongoing evaluation of application development methodology and project management methodology in order to promote increased productivity, quality and customer service, and employee satisfaction. The position participates in BITS, agency and statewide planning efforts, and develops and manages operating plans in support of those efforts.
