YORK COUNTY, SOUTH CAROLINACLASS DESCRIPTION2005 CLASS TITLE: MARKETING SPECIALISTECONOMIC DEVELOPMENT DEPARTMENT GENERAL DESCRIPTION OF CLASS The purpose of the class is to assist the Director of Economic Development in planning, organizing and directing marketing activities to facilitate the business and economic development of York County; to research and provide requested assistance and information packages regarding development activities; to maintain agency website and all in-house databases; and to perform related professional, technical and administrative work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
ESSENTIAL TASKS The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Assists in developing and implements public awareness and marketing efforts designed to support economic development programs.
Develops and prepares statistical and general information packages for use by industrial prospects, including information on financing, sites, labor market, education and training.
Makes arrangements for County visits, trips and meetings for prospective clients and/or representatives of clients.
Plans, develops and maintains effective marketing tools, including brochures, videos and corporate gifts for prospects.
Communicates with prospects and provides requested assistance and information.
Prepares and/or provides customized maps created by using the Countys GIS and ArcMap software; prepares presentation materials, graphs, charts and other visual aids as needed.
Assists in coordinating economic development activities between agencies, chambers of commerce, the S.C. Department of Commerce, Charlotte Regional Partnership, and other entities interested in the economic development of the area.
Plans and manages content for the agencys website; markets the website globally.
Maintains all in-house databases and applications.
Prepares news releases, makes media appearances, and presents programs about development plans to various community, industry and civic groups.
Represents the department and County at various meetings
. Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
Performs general clerical / administrative work as required, including entering and retrieving computer data, copying and filing documents, answering the telephone, sending and receiving faxes, assembling materials, establishing and maintaining files, maintaining lists and logs, reviewing and answering correspondence, etc.
Attends training, conferences, seminars, meetings, etc., to enhance job knowledge and skills.
INVOLVEMENT WITH DATA, PEOPLE, AND THINGS DATA INVOLVEMENT: Requires coordinating or determining time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities.

Requires persuading or influencing others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations or ordinances.
INVOLVEMENT WITH THINGS: Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.
COGNITIVE REQUIREMENTS REASONING REQUIREMENTS: Requires performing coordinating work involving guidelines and rules, with constant problem-solving.
MATHEMATICAL REQUIREMENTS: Requires using algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models.
LANGUAGE REQUIREMENTS: Requires reading scientific and technical journals, abstracts, financial reports and legal documents; speaking before professional and civic groups, participating in panel discussions and speaking extemporaneously on a variety of subjects; writing complex articles and reports; developing presentations for sophisticated audiences.
MENTAL REQUIREMENTS: Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/EDUCATIONAL PREPARATION: Requires Bachelors degree or education and training equivalent to four years of college education in planning, marketing, communications, public or business administration or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES: Must possess a valid state drivers license.
Designation as a Certified Economic Developer is desirable.
EXPERIENCE REQUIREMENTS: Requires a minimum of three years of experience.
AMERICANS WITH DISABILITIES ACT REQUIREMENTS PHYSICAL AND DEXTERITY REQUIREMENTS: Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations.
ENVIRONMENTAL HAZARDS: The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, animals/wildlife, traffic, moving machinery, heights, toxic/caustic chemicals, etc., during site visits.
SENSORY REQUIREMENTS: The job requires normal visual acuity and field of vision, speak and hearing abilities, color perception.
