Summary:
This position directs all Transmission Engineering activities within the specified area of the Central Region. Responsibilities include workforce management of the transmission engineers that report to this position. This person will work with the shared services group by taking a lead role for the region on transmission issues and ensuring standards are adhered to. This person will be a resource for regulatory, sales, marketing, operations and other departments within the company. This position is required to approve all transmission projects before being forwarded to upper management. Business Decision Tool (BDT) review and pricing input for all related projects are also required. This position will be required to help assemble the capital and operating budgets. This position will also coordinate with other engineering departments as it relates to budgeting/planning and project preparation.
Essential Duties and Responsibilitiesinclude the following. Other duties may be assigned.
* Coordinate between departments and shared services to achieve corporate goals.
* Ensure Transmission standards and performance levels are maintained.
* Maintain vendor relationships to conform to the company's standards and optimize pricing
* Create and Monitor the financial budgets established for Transmission
* Monitor and assign workload, establish goals, write reviews, schedule training classes and communicate effectively with the staff to ensure the department is successful
* Oversee project preparation, documentation and approval coordinating with other engineering groups as required including OSP, COE, Broadband Expansion and the regional transport group.
* Ensure Adequate Egress/Capacity is maintained to DSLAMS, Aggregation network elements and BRASs. This includes leased route considerations.
* Ensure adequate ports are maintained on DSLAMs to meet customer growth.
* Assist operations in trouble resolution.
Supervisory Responsibilities:
The Transmission section manager supervises the network engineers within the group. This person will monitor performance, prepare annual/quarterly reviews, monitor/assign workload and provide input to direction and deadlines for projects. The increased complexity of the network design will require the knowledge base of the network engineers under this manager to continue to expand requiring ongoing training efforts and plans by the Section Manager Network Engineering.
Required Skills
Technical background including planning, engineering design of network facilities. Basic understanding of tariffs and other regulatory concerns, labor relations, public relations, and Human Resources issues. Must possess strong communications skills, both verbal, written and presentation, be PC literate and understand the budgeting process. Solid management skills are a must, including the ability to deal with change, stress, conflict, coaching and monitoring of subordinates. The Transmission Section Manager must have an appreciation and understanding of the demand for broadband service technologies that will be used to meet access, aggregation and transport, of customer H.S.I and Ethernet service.
Four-year degree or equivalent experience in telecommunications management, preferably in the field of telecommunications engineering.
