Position Description
This Senior Business Systems Analyst will analyze client budget processes and CGI?s budgeting software to facilitate software upgrade and/ implementation. Individual will also develop client knowledge and push business process changes. The individual is an experienced hire with knowledge of Performance Budgeting software, BRASS software, or government budgeting. The individual is locally based in Southern California and able to commute to the Los Angeles worksite during office hours as well as travel to client sites in surrounding Southern California counties.

Project responsibilities will include:
- Develop and manage strong relationships with clients at all levels
- Evaluate client current business processes to identify requirements and opportunities for business process improvements
- Analyze business needs, provide insight with options, and produce tangible requirements
- Facilitate joint working sessions with business and operations subject matter experts, including managing sessions to the appropriate level of detail; sessions include prototyping and design walk-through meetings with client and CGI personnel
- Write functional designs, test plans, and test scripts
- Troubleshoot issues identified during testing
- Work closely with the CGI and client personnel to design, develop, and test software, reports, and system interface processes
- Assist in the final implementation and go-live activities planning
- Become proficient in AMS Advantage Performance Budgeting solution by formal / informal training.
- Provide timely status to the Project Manager
- Contribute to project methodology, processes, and standards

Essential Skills Required
- Minimum of five years of experience in Business Analysis Consulting Role or in a Budget Analyst role with a government entity
- Works independently to meet deadlines
- Excellent communication, documentation, and reporting skills
- Strong facilitation and presentation skills
- Proven track record of delivering on time, on budget, and meeting client commitments
- Strong interpersonal skills and ability to integrate well into internal and client teams
- Experience with Systems Development Life Cycle
- Works well in teams
- Expertise in Business Analysis techniques, tools and processes
- Strong understanding of government budgeting processes
- Proficiency with software applications such as MS Office, MS Visio, MS Excel, MS PowerPoint, and MS Project

Nonessential Skills Desired
- Experience in AMS Performance Budgeting or BRASS software.
- Knowledge of querying relational databases with SQL

Education
- Bachelor degree in Business, Accounting, Public Administration, Computer Information Systems, Computer Science, or similar area
- MBA preferred
