PSE’s IT Department is looking for a Principal ECM Applications Analyst (OpenText) or below DOE to perform system management functions on the computer systems that support our various Electronic Content Management (ECM) systems, especially OpenText Livelink.  Other ECM systems include Enterprise X (EasySoft) and Imagesite (eQuorum).  We are looking for someone to administrate, coding, maintain, and troubleshoot these applications. This includes reviewing the impact and consequences of system changes to ensure that all service level agreements and compliance requirements are met.  This position will also provide .NET programming for web applications, integration services and reporting.  This candidate must not only enjoy developing systems from beginning to end but enjoy working closely with clients to assist them in accomplishing their business goals.  The Principal ECM Applications Analyst (OpenText) or below DOE will be responsible for the implementation and maintenance of computer applications including reviewing, analyzing, troubleshooting, and modifying program systems.  We need someone who can design, code, test, debug and document programs to improve system efficiency and/or functionality.  This person will be looked upon to provide guidance and training to less-experienced Applications Analysts and may lead and assign work of others in relation to project and systems that fall under their responsibility.  This position requires availability for 24/7, on-call support.

Essential Functions:

• Drive the solution for PSE Enterprise deployment of an Electronic Content Management system by providing architectural, technical and system expertise.
• Migrate existing Electronic Content Management systems to an enterprise document management system.
• Provide integration between Electronic Content Management systems and other enterprise systems.
• Work on all aspects of the system development life cycle (SDLC), development, testing, documentation, and maintenance.
• Design, develop and maintain web applications, web services, distributed applications and windows services.
• Reports on cyber asset database.
• Work with clients throughout PSE on requirements definition for new/enhanced systems.
• Train clients to become super users of business systems.

Required:

• Bachelor of Science degree or Bachelor's of Arts degree in Engineering/CS/IT, or equivalent combination of education/experience
• 5+ years of experience working with Electronic Content Management (ECM) systems especially OpenText, Enterprise X (by Easysoft) or ImageSite (by eQuorum).
• 3+ years of Visual Studio experience, primarily working with and – Frameworks 1.1 – 3.5.
• 3+ years of experience in web development skills such as HTML, JavaScript, DHTML, AJAX and CSS.
• 5+ years of experience database development skills, such as familiarity creating and maintaining tables, views, triggers and stored procedures.
• 3+ years of experience in Oracle development skills using PL/SQL (9i or newer).
• 3+ years of experience in SQL Server development skills and experience working with Reporting Services (SSRS).
• Knowledge of design and implementation of n-tier applications.
• Ability to plan and execute work with minimum guidance.
• Advanced knowledge of Microsoft Office.
• Strong writing and communication skills.
• Self starter who is a strong team player.
• Ability to discuss many options and objectively determine the best solution to a problem.
• Ability to manage a number of projects simultaneously.
• Ability to change ideas quickly with new information.
• Knowledge of large application/structured techniques.
• Project Management skills.
• Must take initiative and be detail oriented, with careful attention to quality

Desired:

• Degree or equivalent work experience in a related field.   
• Technical certification.
• Experience with Team Foundation Server.
• Experience working with SAP.
• Experience with Apache Tomcat or JBoss.
