Principal-Product Development Engineer (Technical Release Manager)
As a Lead Technical Release Manager in AT&T's Application and Services Infrastructure team, he/she will be responsible for the planning, estimating, development and commercial release of AT&T's API platform enablers and applications powering AT&T's mobile developer program. The role acts as the lead technical project manager throughout release planning, estimating, feature/functional analysis, iteration sprint planning, development, testing and commercial release. This position may have supervisory responsibilities of one or more Project Managers, Functional Analysts and/or Test Engineers to manage the execution of each release across AT&T's distributed development teams.
The core responsibilities include:
Release Management: Act as the primary release evangelist by providing tactical and executive communication to product marketing sponsors and senior management for each API Platform release.
Project Management: Perform key project management activities to ensure quality execution in the delivery of a service or solution, to deliver within constraints such as schedule, features, functionality, and budget, and manage customer conditions of satisfaction. Facilitate and project manage releases and sprint iterations as the release lead using AT&T's Agile Release Framework. Provide congruence and alignment across AT&T's API Platform distributed development and testing teams.
Program Management: Vacillate from being a Technical Project Manager to a Product Manager when interfacing with Product Marketing and/or development teams to drive balance between functional and user experience trade off s.
Estimating and Planning: Lead project estimating and planning workshops using Agile methodologies from concept, user story, prioritization, allocation of scope/tasks across iterations, predict development velocity using proven estimating techniques, predict burn down for proactive iteration planning and mitigate risks.
Track and Control: Stay current and involved in collecting conditions of the project relative to resources (people and optionally funding/cost), schedule (time), and features (the solution and its quality) as specified by the established release scope. In addition, perform the process of comparing actual performance with planned performance, manage user story and development task traceability, provide release dashboard analytics including burn down, velocity, and testing analytics for each release and sprint iteration.
Risk Mitigation: Analyze variances, evaluate possible alternatives and take appropriate corrective action (control) to maintain synergy and congruence with business objectives.
Administrate and manage AT&T's release management tools (Rally).
Release and Collaboration Tool Administration: Use Microsoft Project and Rally to manage the overall project.
Architecture Support: Assist AT&T's Service Architects and Platform Engineers leads with proper work breakdown structure and other estimates related to the project management of large, complex API Platform system integration and application to application work flows.
Evaluate new and emerging technologies for new services, concept applications and provide executive level presentation demonstrating market and deployment viability.
Perform fiduciary responsibilities by accurately forecasting and managing the release budget.
Qualifications: BS with ten plus years of experience in Software Project Management, IT Project Management, or Systems Integration Project Management. MS/MBA preferred but not required. Possess a high degree of competency in Agile or iterative development methodologies, can clearly demonstrate experience in release management across distributed development/engineering teams, and has experience in web services or middleware systems integration. Capable of technical analysis and has excellent communication skills through the creation and delivery of oral/written presentations. Proven experience with estimating, planning and project management using Agile or Adaptive methodologies across distributed development/engineering teams during all project phases from concept, user story definition, prioritization using theme based approaches, estimating level of effort, allocation of scope/development tasks across sprint iterations, anticipating velocity rates, burn down and buffering for uncertainty. Experience and accredited use of requirements collaboration tools for distributed development teams is a must; (e.g. Redmine or Rally). Highly preferred if the applicant possesses technical working knowledge of REST, SOAP, cloud-based application deployment and systems integration within two and three tier web infrastructure.
