They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. This position is located in downtown Cincinnati in the John Weld Peck Federal Building. Housing options are abundant within a short distance of downtown including excellent Northern Kentucky and Cincinnati Ohio residential urban and suburban neighborhoods. Education opportunities are ample, with public, private and parochial schools. Numerous public and private universities are located in Cincinnati, as are two major professional sports teams. The economy of the region is diverse and vibrant. Numerous premier medical facilities are located in the Cincinnati metropolitan area. Cultural opportunities abound, including Tony-award winning repertory theaters, an internationally known symphony, vibrant museums, distinctive neighborhoods and many ethnic restaurants. Cincinnati is an exceptional river city in which to live, work and grow. Child care, exercise health unit and cafeteria are located on site. There is parking available nearby at reasonable rates and excellent public transit is available. The Great Lakes and Ohio River Division offers bus subsidies for public transportation. Key Requirements: U.S. Citizenship Registered for Selective Service, if applicable (See Other Information) Resume and supporting documents (see How to Apply) Major Duties: Serves as a Program Specialist for Military programs and activities. Plans, organizes and directs program specialist activities and coordinates these activities with other operating elements of the Division and Districts. The position is responsible for assisting the Team Leader in performing program specialist activities as they relate to military projects within the Great Lakes & Ohio River Division's geographical boundaries. Program specialist activities on assigned programs extend over the life of those programs and require coordination with most functional elements at the Districts, Division, and HQUSACE as well as MACOM level military customers and other agencies. The complexity of military program projects requires that the incumbent be technically competent in assigned program areas and have a good understanding of Military Program Management Business Practices and automated information systems such as CEFMS, P2 and RMS. Serves as P2 integrator program specialist for LRD. Qualifications: SPECIALIZED EXPERIENCE: In order to be best qualified, applicants must have at least one year of experience at the next lower grade level. Specialized experience is defined as: 1) Knowledge of program languages (P2 Business Objects, SQL, JAVA, etc.), 2) Programming skills of a variety of techniques and methods, 3) Knowledge of web design and web technologies that interface with data, and 4) Knowledge of database management cation can be substituted for the GS-11 grade level. In order to substitute education, you must have at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
