Project: Since 1995, Parsons has provided remedial design/construction management (RD/CM) at various sites across the United States. Under the RD/CM agreement, Parsons is the sole provider of remedial design and construction management services to Honeywell, and assists Honeywell with construction management of more than $80 million in site remediation activities annually.

Need: Parsons is in need of a Sr. Project Operations Engineer who will be involved in the following:

Integrates the various engineering, scheduling, purchasing, construction, and start-up aspects of a small to medium-size project, or portions of a larger project or study in accordance with contractual obligations. Responsible for the technical excellence of the engineering portion of the project including coordination of technical disciplines, procurement of materials and equipment, and construction planning assistance. Relocation to the project site may be required during construction and start-up activities.

Develops the scope of engineering work, schedules, and budgets for the assigned project elements, monitoring progress to maintain those schedules and budgets. Is cognizant of portfolio construction project schedules and the need and timing of required resources. Makes recommendations / brings solutions to Program Manager and Senior Construction Managers regarding the need to obtain new resources, and/or the need to coordinate resources between projects.

Assists in determining the scope of procurement work, schedules, and budgets for the assigned project buy outs, monitoring progress to maintain those procurements. Develops and maintains an asset management program.

Coordinates the utilization of interdisciplinary technical personnel on the project, as well as the assignment of personnel from other technical support groups within the company. Participates in interviews as appropriate and makes recommendations to Program Manager regarding hiring

Assists the assigned Project Manager in planning, directing, supervising, and controlling the execution of technical, fiscal, and administrative functions of the project or study. Helps determine the technical skills and staff hours required. Develops and maintains a construction program organization chart.

Supports project teams in the preparation of construction-related proposals, including development of scope and pricing, formulation of project teams, identification of required material and equipment, identification of long-lead items, and identification of opportunities for project efficiency and cost savings. Provides leadership and guidance during Executive Proposal Review (EPR) process. Supports Program Manager, Project Managers and Senior Construction Managers during contract negotiations with client.

Supports project teams in project start-up, including set up of project schedule and controls, expediting material and equipment purchases, and mobilization of staff and resources. Supports project teams in the monitoring of key material procurement and deliveries to ensure timeliness.

Supports project teams during project execution, including guidance and support in meeting project reporting requirements (e.g., project controls, project scorecards, client communications). Works with project teams and Parsons internal management to better utilize and/or streamline as appropriate, management and reporting processes.

Prepares technical reports, project manuals, and documentation of activity for the client and project management.

Obtains, analyzes, and circulates technical and contractual information to project disciplines.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications:
Requirements:
  • 4-year degree in Engineering (or related field) and 12-15 years of related field engineering experience, a broad general engineering background, and previous project engineering experience. Preference will be for construction or remedial construction experience.
  • Professional Engineer registration is preferred.
  • Proven ability to perform in a lead capacity, excellent written and oral communications skills.
  • Thorough knowledge of industry practices and regulations.
  • Direct experience related to project management, engineering, and field construction equipment, processes, and industry.
  • Knowledge of internal Parsons procedures and best practices is preferred.
  • Must also possess a thorough knowledge of CAD, scheduling software and current technology and be able to select and apply appropriate engineering software for use on project.
