Proposal Development Manager IIThe selected candidate will have the following responsibilities:
- Manage large scale, complex, strategic proposals (typically valued at >$100M) to Government customers across defense, intelligence, and civilian sectors in support of BAE Systems.
- Establish a system to support line operations in the preparation and delivery of task order proposals under multiple award contracts.
- Lead proposal process and instill positive team culture on multi-contractor proposal efforts.
- Manage, direct and orchestrate activities of proposal volume leads and numerous section authors to produce high quality, winning proposals while meeting stringent schedule requirements.
- Work with Capture Manager, Contracts, and Operations to determine proposal team assignments.
- Work with Capture Manager to ensure effective integration of win strategies, themes and discriminators into proposal response.
- Review and analyze solicitation and related documents.
- Develop proposal schedule and ensure adherence to all deadlines.
- Develop all proposal development materials including proposal outline, proposal management plan, proposal kick-off meeting materials, storyboard and writing plans.
- Lead proposal kick-off meeting and facilitate all color reviews.
- Review proposal for compliance.
- Manage proposal content including assessment of quality and form and provide feedback and direction to proposal team.
- As required, draft sections of proposal.
- Oversee final proposal production including coordinating desktop publishing, editing, proofreading, printing and binding.
- Provide input on proposal development costs.
- Support Junior Proposal Managers. Provide guidance and assist with development with proposals as required.
- Assist in proposal reviews and promote standardized corporate proposal processes.
This position is located in scenic and historic Southern Maryland in the St. Mary's County Technology Corridor adjacent to the Patuxent River Naval Air Station.

Requirements:- Bachelors degree in a related discipline and eight years proposal development experience.
- Experience leading and managing large, multi-contractor proposal development teams.
- Proposal management experience in Department of Defense government contracting.
- Experience managing proposals for service contracts.
- Outstanding leadership, organization, and management skills to direct and orchestrate large multi-contractor proposal teams.
- Ability to brief executive management.
- Understanding of Shipley or similar proposal development process.
- Strong analytical, written and oral communication and presentation skills.
- Ability to take initiative, multi-task and work well under pressure.
- Demonstrated commitment to completion of projects on a timely basis.
- Accustomed to making independent decisions and judgments about work priorities.
