Job Summary: The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) defense agency. Key Requirements: Drug Testing Designated Position:Yes Major Duties: (PD# J815440) This is an Acquisition, Technology& Logistics (AT&L)Workforce Position in the Manufacturing, Production, and Quality Assurance Career Field. The incumbent will be required to become certified at Level II in the applicable career field within 24 months, unless a position,requirements waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation criteria. Incumbent serves as a Quality Assurance Specialist (QAS) and performs supply chain management quality functions for the Defense Energy Support Center, various office locations throughout the DLA Energy Europe (DLA Energy-EU). Incumbent, as Quality Assurance Specialist (QAS) complies with plans relating to assigned missions to meet priorities, deadlines, and goals as established by higher levels of management. Evaluates contractor's quality processes, procedures, and documentation for completeness, adequacy, and accuracy. Confers with contractor management personnel to effect contractor procedural changes/revisions when necessary. Shares expertise in petroleum/chemical quality assurance with other QASs, contractors other government agencies, and various other related organizations. Ensures contractor adequacy (through reviews, audits, other surveys and witnessing of petroleum sampling and testing) of the contractor's systems, documentation and other qualitative and quantitative evidence of quality performance in accordance with sound quality management practices, quality clauses of DLA ENERGY solicitations/contracts, product specifications or other contractual requirements. Incumbent witnesses/inspects of conveyances (tankers, barges, trucks, rail cars, etc.) utilized for transporting petroleum, chemicals, lubricating oils, missile fuels and gases to determine their suitability for intended use. Monitors contractor quality systems related to services for testing or product storage, procured by the U.S. Government. Analyzes contracts and other specialized documents to implement American Society for Testing and Materials (ASTM) Procedures and DLA ENERGY Petroleum Quality Assurance QA) procedures to verify that products/services offered by the contractor comply with contractual requirements. Reviews contract statements of work to determine level of quality. The incumbent witnesses key operations throughout the procurement process that include manufacturing, blending, processing, and loading. Assesses contract quality assurance, utilizing marine measurements, on behalf of the U.S. Government, the incumbent formally accepts or rejects products or services presented by DLA ENERGY contractors, and in some cases foreign governments. Performs specialized Intoplane Inspections and safety audits at contract fixed base operator facilities in accordance with International Airlines Trade Association (IATA) Guidelines for Joint Intoplane Services (JIG); the National Fire Protection Association (NFPA 407) Aircraft Fuel Servicing; and MIL-STD 1548D Department of Defense Standard Practice, Intoplane Servicing of Fuels At Commercial Airports. Assists in the development of, and monitors Memoranda of Understanding (MOUs), and Memoranda of Agreement (MOAs) with foreign nations, and/or foreign Contractor Owned-Contractor Operated (COCO) facilities. Incumbent is responsible for oversight of agreements between the United States Government (USG) and the Host Nation (HN) in the form of MOUs/MOAs. In these cases the incumbent must exercise the necessary degree of tact to defend and otherwise represent DLA ENERGY's position to determine if foreign governments are adhering to the terms of the MOU/MOA and if necessary enforce the terms of the agreement. In the execution of these duties it is necessary to have contact with high-level foreign government and/or military officials. At COCO facilities, the incumbent monitors contractor compliance with contract provisions as well as providing oversight for all property and facilities in the custody of the contractor that might be the property of the USG and certifies contractor invoices for services provided. Reviews contracts and delivery orders pertaining to petroleum products for familiarization, enforcement of clauses and ease of contractor implementation. Schedules and meets with contractor management personnel to address contractual requirements. Ensures product/service quality requirements, specifications, and laboratory analyses are in compliance with the contract. Advises contractor management of what is expected of them emphasizing a teaming concept to comply with the quality intent of the contract. Explains and discusses with the contractor the U.S. Government involvement necessary to insure compliance throughout the contract life cycle. Performs and/or participates in Pre-award Surveys and Post Award Orientation Conference to determine the effectiveness of the contractor to meet contractual and production requirements. May be appointed as the responsible Primary Hand Receipt Holder (PHRH) for the section/office equipment. This is a DoD Civilian Expeditionary Workforce position. The incumbent will be designated as emergency essential (E-E). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Positions identified as E-E are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders.
