Serve as the primary systema nd software quality assurance specialist for all aspects of the LOGFAC system.
Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department. Provides high level expertise in DoD systems engineering, acquisition, development, deployment, interoperability, installation, operation and sustainment activities. Leads the analysis of systems capabilities, definitions, evaluations and modifications. Analyzes data to determine capabilities and limitations of existing system. Evaluates, recommends and plans alternatives and modifications. Investigates and advises feasibility of new projects, systems or approaches. Chairs working groups and leads special studies. Establishes goals and methodologies to effectively lead task team to solve highly complex technical and programmatic issues. Prepares and presents complex technical papers and reports. May provide subject matter expertise for proposal efforts. Recognized as a technical expert and authority in a technical discipline. Clearly communicates and professionally interacts with management, co-workers and customers. May be required to assist in other areas as deemed necessary by management. Responsible for the implementation of a software quality assurance program in support of complex software products and services. Establishes software quality standards for the life cycle, documentation, development methods, testing and maintenance. Specifies functional and non-functional software requirements. Establishes quantitative measurements and techniques for measuring software quality. Establishes software test standards and methods. Conducts software tests and diagnostics of a complex nature. Reviews and evaluates software products and services for adherence to government directives, standards, and guidelines concerning software quality assurance. May work with development programmers in the development of software. Makes recommendations regarding purchase of new software. May provide work leadership for lower level employees. Excludes those with full supervisory responsibilities. EXPERIENCE & TRAINING: Bachelors degree in Computer Science, a related field or equivalent experience. Eight years related experience in government software development, quality assurance and testing.
* Bachelor's degree in a technical field, plus ten years of related experience. * Direct, relevant experience may be substituted for degree. * Must have extensive knowledge and application of required engineering concepts, principles and techniques plus advanced understanding of interrelated disciplines. * Must be able to independently perform duties and have the ability to expertly apply knowledge to problems requiring imaginative and unique solutions. * Must be able to sit for periods up to 6-7 hours with appropriate breaks, working at a computer terminal or desk. * Must be able to regularly reach, grasp, bend and stoop in order to maintain materials in an office environment. * Ability to obtain and maintain a security clearance. * Required Knowledge and Ability: Understand all aspects of system and software from requirements determination and analysis, through development, test, and fielding, life cycle support, sustainment, and phase out. Manage all aspects and activities throughout the system life cycle and ensure all aspects of quality assurance are applied in a consistent and disciplined manner Develop overall quality standards and methodologies for measurement and correction. Preferred Qualifications: * Logistics Feasibility Analysis Capability System (LOGFAC), GCCS-AF system, and interfaces, GCCS. * PhD/JD plus 0 to 2 years experience; Master's degree plus >4 years additional direct, relevant experience.
