RF Compliance Program Lead - MTS Network

Education:
• Bachelor's Degree in Engineering, Mathematics, Physics or other technical discipline. Master Degree a plus.

Other preferred Training Certifications:
• Training relate to wireless communications or RF Fundamentals a plus

Experience:

• Strong project management skills with experience developing, implementing and managing large company-wide programs and initiatives
• Ability to effectively communicate with all levels of the business, government agencies, customers and the public in both written and oral forms.
• Strong interpersonal skills with ability to manage indirect reports to achieve results
• Experience and ability to navigate and understand governmental regulations and consensus standards including Code of Federal Regulations, state and local level laws/ordinances and ANSI/IEEE publications.
• Self-starter who can function in a team setting or work independently
• Ability to operate work well under pressure and exercise sound judgment
• Adaptive to change, open to different viewpoints and ability to innovate
• Ability to negotiate effectively and oversee vendor relationships
• Advanced PC skills with strong proficiency in MS Office applications
• Work experience in telecommunications with knowledge of RF fundamentals a pliance with applicable governmental regulations is an instrumental component of a successful business. This position will manage company-wide compliance with applicable regulations related to the transmission and exposure to radiofrequency (RF) emissions from network base station, microwave and related radio access equipment. The position will involve implementation, oversight and maintenance of a company-wide RF Compliance Program. In addition, the position will oversee and provide support to field staff concerning interference issues impacting Public Safety (PS) and Critical Infrastructure Industry (CII) communication networks and electromagnetic compatibility related to medical devices. Regular domestic travel will be required throughout the year to conduct compliance audits, host employee training/workshops and support overall program objectives.

Candidate must be a self-starter capable of working independently while managing multiple priorities concurrently to successful completion. He/she must possess strong written/verbal communication skills and be able to clearly convey information during training sessions, customer/community out-reach meetings and presentations to management. Candidate must be capable of navigating the Code of Federal Regulations, identifying and understanding applicable requirements, and developing practical and innovative compliance solutions. Work experience in wireless telecommunications a plus with knowledge of RF fundamentals and radio access networks desired.

Responsibilities for the position will include:
- Development, implementation and maintenance of company policy, procedures and related program documentation and processes;
- Maintenance of RF site evaluation tools and support systems;
- Oversight of employee RF Safety training;
- Identifying, evaluating and overseeing qualified support vendors and consultants
- Oversight and maintenance of industry sponsored 800MHz Interference call-out and tracking system;
- Communicating program requirements to field staff and HQ teams;
- Responding to escalated inquiries from employees, customers, government entities and the public.
- Providing strategic support to regional teams during planning and zoning proceedings
- Conducting field audits to ensure effective implementation of program requirements and compliance with applicable governmental regulations;
- Monitoring applicable regulations, crafting comments to proposed rule changes and updating program elements in response to newly enacted laws.

Team is out of HQ Basking Ridge, but remote company offices are acceptable; This is an independent role

Primary Duties and Responsibilities

1. Program management and maintenance
• Oversight of the RF Compliance program which includes the development of policies and procedures, review of applicable regulations, vendor qualification and management, monitoring program implementation within the field, and providing general SME support for the organization.

2. Compliance Auditing
• Conduct internal auditing by traveling to the field for site visits to assess physical compliance and the process of how regions implement the program
• Manage independent third party audits of approximately 4-8 regions annually which will include developing SOW , executing RFP's, selecting/securing qualified resources, overseeing field work, reviewing draft reports, communicating findings to management and tracking mitigation to completion.

3. Strategic support during planning and zoning proceedings
• Serve as a company representative during contentious planning and zoning meetings. Planning and zoning typically runs smoothly, however this role may need to be present during contested proceedings to present information concerning RF compliance to move site approval forward.
• Assess and challenge locally adopted ordnances which overstep the state government's authority to regulated the placement and operation of federally regulated transmit facilities.
• Attend community outreach meetings across the nation to educate them on how the company is meeting federally mandated regulations pertaining to RF.

4. PS/CII interference and medical device compatibility support
• Oversee FCC mandated 800 Mhz interference response process and online filing system for public safety (fire, safety personnel, etc) and critical industry infrastructure organizations (roads, water, sewer, etc).
• Monitor implementation to ensure compliance and provide SME support to the field.
• Interface with PS/CII entities and FCC personnel to resolve escalated incidents.
• Monitor incidents for any systemic issues and take action as needed to address.
• Oversee electromagnetic compatibility program and provide SME support to field to identify and resolve potential or perceived issues.

5. Response to escalated inquiries.
• Expect to receive complaints from third parties and customers; this role will be expected to get involved and talk to the complainant and get details to formulate an appropriate response and determine next steps.

6. Regulatory research and proposed rulemaking participation.
• Monitor and react to newly enacted local and state level ordnances or laws.
• Understand OSHA regulations that effect employee exposures within the program - there may be impacts on RF regulations
• Provide comments on proposed rulemaking to ensure regulatory alignment and to minimize impacts to the business- in the event that the FCC creates or changes rules impacting the program this role will be expected to step in to ensure the business' interests are protected
