Overview: NetStar-1 is seeking a Senior Analyst - Program Management Support to support a major Transformation program for its federal client. The incumbent will perform EVM analysis for each work package and task order, monitor cost, schdedule and performance to ensure program goals.
The candidate will act as an EVM and Program Performance Specialist for this program. Strong knowledge of ANSI EVM Standards, Project Schedule Analysis, Cost Analysis, Financials/Budget experience is required.
The candidate will also establish performance metrics for the contract and report contract performance and recommendations.
The candidate will provide weekly, monthly reports on program performance, improvement areas and support initiatives to integrate program plans.
The candidate shall facilitate and support monthly program review meetings and provide periodic reports to Executive leadership.
The candidate shall assist in performance of risk management, EVM analysis, quality reviews, integrated baseline reviews.
Responsibilities: Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with customer requirements such as government customers.
Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met. Makes recommendations for cost performance improvements. Monitors Earned Value Management information for the program.
Performs complex financial/administrative reporting for major contracts and/or programs. Prepares complex financial/administrative reports and distributes to customers/user organizations.
Provides weekly and monthly transactional and pricing support to programs. Identifies issues and escalates same.
Qualifications: Skills and Knowledge: Shall clearly possess the following knowledge and skills: 1. Ability to communicate effectively, orally and in writing, with senior personnel. 2. Ability to conduct detailed research and analysis of technical and cost data. 3. Ability to read and interpret Fed. Acquisition policy, regulations and directives. Education Requirements: Bachelors or equivalent substitute experience with at least 24 semester hours in : Accting, Finance, Mgmt, Business, CIS, MIS, Engr. or Math. Experience: Minimum of 5 years of experience conducting program management support activities.
Must be a US Citizen with the ability to obtain and maintain a clearance.
