ARINC is seeking a Contracts Specialist to join our Contracts team located in California, MD near Patuxent River NAS. The Contracts Specialist will administer engineering and technical services contracts valued at approximately $25M in support of ARINC's Advanced Avionics & Maritime Division. The Contracts Specialist will support customers in Charleston, SC. The successful candidate will:
. Propose, negotiate and manage multiple ARINC Government prime contracts and subcontracts working closely with government and prime contractor Contracts representatives, other members of the ARINC Contracts & Procurement Department and Division/Line personnel. Contract types include T&M, CPFF, FFP and CPFH.
. Provide day-to-day contract administration in accordance with the Federal Acquisition Regulations (FAR), Contracts and Procurement Department operating procedures and Corporate ISO procedures with the goals of limiting ratification actions and ensuring compliance with all regulations and procedures.
. Participate in the development of basic contract and delivery order proposals within scheduled deadlines - approximately 3-5 per month, some with quick response due dates.
. Analyze business opportunities for potential organizational conflicts of interest (OCI), perform risk assessment and develop mitigation plans in accordance with ARINC policies.
. Ensure cost proposals pass source selection board evaluation with no deficiencies.
. Negotiate contract and subcontract terms and conditions, non-disclosure agreements (NDAs) and teaming agreements with the goal of establishing contracts and agreements with favorable terms for ARINC.
. Work with Division personnel to assist in making bid/no bid decisions.
To be successful in this position, the following goals must be accomplished:
. Negotiate favorable contract terms & conditions with regard to cash flow.
. Participate in internal and external audits and ensure accuracy of files in accordance with ISO. Participate in DNV and Internal ISO audits of Prime Contract files.
. Review and become familiar with Contracts & Procurement Department ISO Procedures as they relate to contract administration.
Long range goals include: Cost Volume development for large prime proposals.
**Travel to Charleston, SC office required at least quarterly. Some travel will also be required to Annapolis Corporate HQ.**
Local candidates preferred. Please include salary requirements. Qualifications Required Experience:
The ideal candidate will possess eight (8) or more years of related experience in contracts, procurement, accounting, finance, or program control.
Three (3) years of experience as a Contracts Specialist, Contracts Administrator or Subcontracts Administrator performing the following: Management of subcontracts/contracts from the proposal development stage through closeout Administration of large cost reimbursable, Time and Materials and Firm Fixed Price services contracts Negotiating with vendors for critical needs Drafting and reviewing contractual documents such as NDAs and teaming agreements
Working knowledge of the FAR and DFARS.
Ability to act independently and effectively communicate with internal and external customers both in person and at off-site locations Microsoft Office skills such as Word (drafting legal documents) and Excel (creating spreadsheets), and experience using database applications and automated accounting systems.
Education/Certification Required: BA/BS Degree. MS degree preferred.
Desired Experience:
Prior contract administration experience in support of SPAWAR contracts is strongly preferred Coordination of proposal efforts as a prime contractor Demonstrated ability to execute under contract and procurement processes, regulations and overarching statutes Solid negotiation, writing, accounting, and planning skills Contract administration for an ISO Certified government contractor OCI risk mitigation Deltek CostPoint reporting Prior contract administration experience in support of large IDIQ contracts is a plus.
