Working as the Senior Project Manager Network Technical Engineer, you will administer and provide technical direction to department engineers as well as plan and coordinate larger-scale network and/or engineering projects or several medium or small projects while acting as a technical specialist for a specific section.
This position may also be responsible for contributing to AT&T's compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions.
Additional Responsibilities:
  • Maintain a thorough knowledge of new developments and technology
  • Monitor projects and recommend changes to improve operating efficiency
  • Plan and manage the implementation of special network or engineering projects
  • Manage project scope determination
  • Manage and track project expenditures
  • Manage communications with Technical Planning, RF Engineering, Network Operations, Field Personnel
  • Coordinate the activities of cross functional groups to complete major projects that typically involve developing project activity schedules, establishing sub-committee hierarchy, monitoring progress, serving as a single point of contact for problem resolution
  • Require knowledge of the network hierarchy, network principles, core business processes, Company standards and guidelines and project management processes
  • Implement of new technologies, products and services for growth
  • Develop interdepartmental operations, administration and maintenance methods and procedures
  • Provide service management to customers who experience service problems and eliminate roadblocks while finding and removing process problems
  • Provide technical support and training to subordinates, peers, and other work groups
  • Require the coordination of technologies, processes, and people to ensure that tasks and issues are planned, tracked and resolved
The Senior Project Manager Network Technical Engineer typically reports into third level management and may oversee a team or be an individual contributor. Position may provide training or mentoring to less experienced staff, and may also provide feedback for the evaluation of new staff.
Description:
The Market Senior PM is responsible for executing against the Plan of Record (POR) for his/her assigned focus area(s) on time and delivering a quality product for AT&T customers. This position administers and provides technical direction within their respective market to ensure necessary alignment across focus areas to deliver on the POR. Also coordinates cross functional activities to complete major projects following the responsibilities outlined below.
This Senior PM job description covers, but is not limited to, the following areas of focus:
Market LTE PM, Market Transport PM, Market ETTCS PM, Market Rehomes PM, Market MSN/DACS/DECOM/Deinstalls PM, Market RNC PM, Market MCS/VM PM, Market RAN PM
Key PM Responsibilities:
1. Standard Responsibilities:
· Ensure successful project execution by delivering desired results on time and at the expected level of quality
· Develop and manage project scope, including formal scope change control process
· Create and maintain positive working relationships, which build collaborative and committed teams to deliver desired project results
· Communicate all POR changes to Integrated Planning in a timely manner
· Develop and manage project plan, schedule
· Contribute input to general OPEX Budget and/or CAPEX Budget responsibilities as appropriate
· Develop and manage project communications plan
· Develop, manage and communicate risk and risk mitigation plans as appropriate
· Escalate project issues as appropriate to support successful project execution
· Ensure work is properly prioritized for effective and timely management of resources across the market
· Manage project resources and coordinate cross functional resources to meet project requirements
· Manage external vendors to support project execution
· Work with Regional "Edge to Edge" and Market "End to End" to manage cross functional hand-offs, dependencies and communications (includes active participation in Market Roundtables)
· Work with NP&E functional organizations to manage hand-offs, dependencies and communications to ensure execution of POE
· Coordinate and collaborate with Market AMs to support Market projects
· Develop and communicate accurate and timely project status reports to project stakeholders and leadership
· Local Market schedule de-confliction
· Ensure inter-team coordination for market planning & transport requirements.
2. Areas of Focus Responsibilities:
· Market LTE PM
- Manage "Edge to Edge" LTE technology (4G) projects and coordinate with Core, Transport (ETTCS) and RAN
· Market Transport PM
- Provide Market focused "Edge to Edge" high level management for all transport types
- Act as single point of interface for market level transport coordination and planning through implementation
- Manage the successful execution of market transport plans/requirements, impact assessment, (including (RAN, Edge Core, and Core needs) and coordinates activities with CPDO and Provisioning Control teams.
- Manage the transport process that results in the transport and RAN traffic engineers validating the bandwidth requirements as contained in the transport tools, matches the current requirements as identified by RAN traffic engineering
- Manage the tasks and milestones associated with the delivery of the cell site transport including Customer Not Ready (CNR) and PF issue management, escalations of missed tasks
- Manage the process of ensuring transport dates in CASPR/PITT are updated regularly

Qualifications

Required Skills/Majors/Accreditations:

* Strong Program/Project management - minimum 5 years or equivalent experience

* Successful experience working across multiple organizations and functions

* Strong written and verbal communications skills

* Effective meeting management skills

* PC Skills (Microsoft Office, etc.)

* Good negotiation skills needed to prevent and/or resolve issues and problems

Desired Skills/Majors/Accreditations:

* Telecom Industry experience - minimum 2 years

* Certifications recommended in PMP, Six Sigma

* Understanding of Telephony engineering principles

* Advanced Microsoft Excel skills

* Project Management Tools and Software (Microsoft Project, etc.)

* Contract administration/Vendor management

* Engineering/Math/Sciences BS
