Senior Technical Analyst/Project Manager
Our client in Winchester, VA is seeking a Senior Technical Analyst/Project Manager to join their team on a contract to hire basis.
We are seeking an exceptional individual to join our team on an existing Program Management Office (PMO) contract supporting a high visibility Federal government program.
The primary place of performance for this position is Winchester, VA. Some telecommuting opportunity may be available, potentially up to 2 days/week.

Project:
The Technical Analyst will work in the technical group of the PMO for an important eGov initiative. Support is required to derive and document technical specifications and requirements and to manage the software development lifecycle for technical sub-projects on the program. This position requires interaction with technical and non-technical personnel representing the customer, contractors, vendors, internal groups, and other Federal agencies; so outstanding customer relationship skills are essential.
Required Skills:
Must be a U.S. Citizen.
BS degree (preferably in a related discipline).
8 years relevant work experience.
Experience implementing or managing the implementation of web technologies and solutions.
Experience with Web Content Management System implementation (preferably Drupal).
Deep understanding of various development methodologies, SDLC stages and activities, and information system security requirements.
Experience documenting functional and system requirements.
Ability to create project plans and effectively manage tasks.
Skilled in technical writing and documentation.
Ability to lead productive technical meetings.
Ability to function well in a PMO environment, be flexible, make sound decisions, be highly organized, and perform effectively without extensive supervision.
Excellent verbal and written communication skills.
Strong problem solving skills and analytical capabilities.
High proficiency with MS Office applications, Microsoft Project, and Visio.
Knowledge/experience with applicable Federal and industry best practices and standards for web and web application development.
Desired skills:
Applicants with any of the following additional qualifications will be given greater consideration (more is better):
Experience implementing mobile solutions
Experience with Cloud technologies and high transaction web architectures
Experience implementing web services interfaces using Oracles Services Oriented Architecture
An undergraduate degree (BA/BS) from an accredited university in Computer Science, Information Technology or a computer related field with 8 years of professional experience.
