Title: Senior Technical Analyst-Q or TS Clearance required Location: MD: MARYLAND-GERMANTOWN Essential Job Functions Provides authoritative advice on technical issues related to the classification of nuclear weapons technology. Resolves technical issues where differences in classification determinations occur. Conducts classification reviews in accordance with applicable laws, regulations and DOE orders for Restricted Data (RD), Formerly Restricted Data (FRD) and National Security Information (NSI). Must possess authority to both classify and declassify. Conducts quality assurance reviews, assists in the development and review of classification and control guidance and determines whether information is classified or unclassified but sensitive. Assists in the conduct of classification program appraisals and conducts technical studies and analyses on degree of sensitivity/classification of specific information.
Must have a minimum of 5 years experience in at least one of the following areas of subject matter expertise: * Nuclear weapons design, development, testing, production and deployment to include arms control and nonproliferation, improvised nuclear devices, radiological emergency response and proliferant nation nuclear activities. * Special nuclear material (SNM) production technologies to include nuclear material accountability and inventories, isotope separation technology/atomic vapor laser isotope separation technology, gaseous diffusion technology, proliferant enrichment technology, fissile material fuel processing and international programs such as the URENCO centrifuge and United Kingdom material transfers. * Nuclear weapons safeguards and security and transportation. * Intelligence/counterintelligence. * Chemical and biological defense activities. * Radiological weapons. * Space nuclear reactors and naval nuclear propulsion. Highly desirable that candidate meet the DOE requirements as a Derivative Classifier (DC), Derivative Declassifier (DD) and Unclassified Controlled Nuclear Information (UNCI) Reviewing Official.
The following criteria may be used in evaluating prospective candidates as well. However, in the case of a conflict between the two sets, the criteria above is considered more important and will used to select the final candidate(s). * Conducts the most complex analyses and assessments of the management, research, development, deployment, transportation, safety, security, storage, and training for the stewardship and use of nuclear, chemical, biological and radiological weapons systems. * Conducts the most complex system analysis, systems engineering, vulnerability analysis, planning, and program and budget analysis of strategic and nuclear, chemical, biological and radiological weapons systems. Reports findings and makes and implements recommendations to management as appropriate. * Coordinates with high-level governmental offices and agencies to ensure that standards and procedures are current and promote national security. Makes and implements recommendations for policy revisions as necessary. * Develops the most complex briefings, reports, and short notice position papers, collaborates with broader security project teams in order to provide national security expertise. * Researches environmental factors which affect the dispersion of given agents, the expected effect on population and remedial actions to be recommended to command and staff. Provides support by conducting background research on topics addressing information. * Researches and grants clearance to highly classified information to users to ensure that a high level of security is upheld. * Conducts initial security briefings for all newly cleared employees as well as the annual refresher briefings. * Oversees preparation for the annual inspection by the national security agencies. * Provides guidance and training for lesser experienced personnel. * Serves as an expert resource on national security issues. Basic Qualifications * Master's degree or equivalent combination of education and experience * Master's degree in engineering, physics, chemistry, mathematics, or related field preferred * Fifteen or more years of national security experience * Experience working with various weapons systems * Experience working with U.S. and NATO nuclear weapons infrastructure * Experience working with local, state, or national security policies and procedures Other Qualifications * Strong interpersonal skills to interact with customers and team members * Strong communication skills to interact with team members and support personnel * Strong analytical and problem solving skills for investigating security issues * Leadership skills * Ability to work with relational databases * Ability to work in a team environment
