Description
Conducts design and development of software, determination of interfaces, and technical feasibility analysis. Directs and performs requirements and implementation analysis, design, development, testing and enhancement of application software. Directs and/or performs integration of COTS and other existing code.
Duties and Responsibilities:
The candidate shall customize, configure, manage, and maintain the Consolidated Products Database (CPD) System as directed by the CPD/PK Program Managers. The contractor shall perform a variety of engineering and programming tasks for this program which is responsible for ensuring the production, archiving, and dissemination of NGA's intelligence products. Functions that will be performed include, but are not limited to:
* Provide technical support to the Desktop Publishing Environment (DPE) and the Consolidated Products Database (CPD) Program, specifically in areas of software development and design. * Support the expansion of the current CPD system to an additional 500 analysts in 2010, and continue to support significant expansion anticipated in subsequent years. * Develop new customizations required to enhance the capabilities of intelligence production for the analysts. * Provide technical solutions to complex problems that require thorough analysis and work within a team-centric environment. * Develop java based software customizations using an Integrated Development Environment (IDE) such as Eclipse and be able to rewrite legacy code within the system implementing J2EE based programming technologies. * As needed, provide user support and problem resolution with CPD applications including but not limited to Webtop, Framemaker, Omnimark, and Distiller. * As needed, provide support customizing the EMC Documentum suite of software such as the Webtop client. * As needed, support application installation and configuration on servers. * Assist with monthly scheduled outages on the production servers and include software deliverables. * Support any software transitions to new baselines and support software testing activities as required. * Provide updates to system documentation as necessary. * Provide engineering support and operational maintenance for the system. * Support the deployment and transition of software from development to operational systems * Assist with database design changes such as schema updates and attribute changes. Support the resolution of performance problems of applications that interface with the CPD database. Coordinate and work with vendors on open cases and technical support of issues relating to software development and customizations. For instance, use of EMC's Powerlink system to track and resolve technical support cases.
Required Qualifications:
* Strong JAVA programming skills * Experience developing web based applications * Experience providing technical solutions to complex problems within a team-centric environment * Strong abilities to plan, lead, and implement the successful completion of major project initiatives and efforts, as required. * Demonstrate strong java programming skills and experience developing and deploying web based applications. Desired Qualifications:
* Experience with web services and manipulating XML. * Desired in-depth technical knowledge of enterprise operating systems architecture and effective people skills. * Desirable expertise in customizing EMC's Documentum suite of software, and prior experience with the Documentum development framework. * It is strongly desired that individual has intimate knowledge of our NGA customer and processes used within the organization.
EDUCATION & EXPERIENCE:
Typically requires bachelor's degree or equivalent, and 10 to 12 years of related experience.
