Job Summary: A Sr Budget Analyst is responsible for the organization, consolidation, maintenance of budgetary programs covering operating commitments for all direct and indirect manpower and overhead expenses. Responsibilities: Participate in the scheduling, coordinating, preparation and presentation of budgets for direct labor, overhead and manpower overhead analysis, capital assets and various other statistical and financial studies. * Develop adequate budgetary control procedures, ground rules and policies under administrative guidance * Organize overall budget exercises and related planning activities through all levels of the organization. * Review all analyses and submitted budget data for reasonableness, rationale, and mix trend lines time-phasing and unusual conditions. * Develop various budget control and record programs to insure that all departments and committed projects stay within levels pre-determined by management for all economic areas including labor base, departmental controlled expenses, overhead rates, and related items such as capital expenditures, leasehold improvements, bidding & proposal, and research and development. * Prepare budget forecast/other special reports or evaluations to indicate or project Company financial position/status. * Develop labor rates for labor categories by product line, cost center, job skills or individuals depending on requirements/availability of data. * Develops and/or provides all financial data and statistics required for presentation to customers, including historical rate data based on experience and long range planning, financial statements, written explanations of rate determinations, cost curves and other related data. * Interfaces with government auditing agencies. * Assists in negotiation of overhead rates with DCAA, or other government agencies, as required. * Demonstrate and promote a thorough understanding of, and ability to apply established company policies, procedures, and processes in the execution of job functions. * Monitor rates/base projections monthly and advise of corrective actions as necessary. * Determines overhead rates for all proposals based on current quotation rates and projected rates covering the time periods and labor bases of the program. * Directs the application of overhead rates in strict accordance with policies provided or obtains approval of special overhead rates as required. * CAS disclosure updates/modifications as required, including preparation of cost impact analyses. * Lead on Cost model development to analyze various cost structures; as well as for use in provisional rates for bidding purposes or alternate pricing strategies. * Prepare yearly incurred Cost Electronic (ICE) submissions. * Perform other job related duties as assigned by management Education: * BS degree in Finance/Accounting plus 7 plus years of directly related government accounting and/or related accounting work. Accounting work must include budgetary controls, cost estimating and government accounting. * MBA/CPA a plus. Position Requirements: * Financial expertise/leadership in the application of sound business principles and concepts required determining, plan and executing financial actions necessary for program and business area success. * Thorough knowledge of Finance and Accounting theory and practice and business management. * Pro-active, hands-on self starter who can take tasks from concept to completion with minimal direction. * Ability to quickly assess and resolve unique complex problems with incomplete/ambiguous data. * Capable of successfully managing multiple tasks and deadlines in a dynamic environment. * Effective communication and presentation skills. * Excellent analytical and reasoning skills including sound judgment. * Demonstrated ability to work well with others in responsible positions at various organizational and functional levels to resolve matters of interrelated responsibility, while exercising a high degree of tact, objectivity and diplomacy to obtain program objectives. * Is cognizant of and complies with the Annual Division Compliance Plan. * Demonstrated proficiency in use of Microsoft Office Suite, specifically Excel, Access, Word, PowerPoint, and Outlook with the ability to create Access queries. * Working knowledge of all accounting and government systems, procedures and regulations related to budgetary and pricing. * Working knowledge of FAR/CAS requirements. * Experience with SOX testing and Internal Controls. This position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR). All applicants must be U.S. persons within the meaning of ITAR.
