Job Responsibilities:
The successful candidate will lead and manage business and technical analysis project in support of a financial regulatory agency client.  Responsibilities include the following:
The successful candidate will organize, supervise, manage, and direct contractor employees in the performance of the task orders described in the Statement of Work (SOW)..
The successful candidate will serve as primary Point of Contact (POC) for Contracting Officer (CO)/Contracting Officer's Technical Representative (COTR)
The successful candidate will plan and conduct interviews with subject matter experts to gain high level understanding of the business and identify business needs, process flow, and data requirements
The successful candidate will analyze and assess business and/or operational needs and articulate potential solutions which may include data, process, or system development solutions
The successful candidate will use existing templates and design and use new templates to develop:
* .     Business functional and technical requirements matrices and use cases
* .     Systems requirements specifications (including functional requirements, architectural alternatives, data management requirements, and security requirements)
* .     Concepts of operations
The successful candidate will document and analyze alternative solutions, evaluating and presenting the pros and cons of each alternative solution
The successful candidate will project long-term financial, data, and security needs of proposed solutions to facilitate evaluation of the alternatives and follow-on planning activities
Environment:
The prospective client is the Commodity Futures Trading Commission (CFTC).  CFTC is responsible for regulating commodity futures, derivatives and options markets in the United States.  The CFTC's mission is to protect market users and the public from fraud, manipulation, and abusive practices related to the sale of commodity and financial futures, derivatives, and options, and to foster open, competitive, and financially sound futures, derivatives, and options markets.  The CFTC's headquarters is located at 1155 21st Street, NW in Washington, DC.  The work may involve travel to CFTC regional offices in New York, NY; Chicago, IL; and Kansas City (MO).Required Skills
Required Skills:
Candidates must have at least 10 years of business analysis experience
Candidates must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution.
Candidates must have demonstrated experience and skills in performing  customer-technology liaison activities
Candidates must have extensive experience in requirements analysis and Concept of Operations development and analysis of business needs and technical requirements in financial regulatory domain
Candidates must have experience presenting requirements and alternatives to senior executives and customer stakeholders
Candidates must have experience and proficiency developing use cases using Unified Modeling Language (UML) constructs
Candidates must have experience and proficiency developing functional requirements
Candidates must have proficiency developing and analyzing data models to identify high priority attributes to meet business needs
Candidates must have excellent oral and written communication skills
Candidates must have understanding of Federal Information Security Management Act requirements
Desired Skills:
Experience performing business and technical analyses in a financial regulatory environment, ideally supporting the Commodity Futures Trading Commission a plus
Experience with CFTC's Project Management Life Cycle guidance a plus
Experience using software and best practice approaches for requirements capture and traceability a plus
Exposure to Order Book data received by CFTC a plus
Education Requirements:
BA or BS Degree or equivalent
Advanced degree preferred
MS SQL Server DBA Certification required
Clearance:
