Primary Job Responsibilities
The Tools and Infrastructure (TI) team is looking for a technical Senior Business Analyst to help build a program office for the organization to bring operational excellence to everything we do. The TI team builds products for PayPal’s Technology organization which are used to create, test and release the PayPal site. The ideal candidate will have strong project management skills, but will also understand how technology can be used to solve tough problems and how to act as a change agent to help advance adoption and change within the overall PayPal Technology organization. The TI team is growing in size and complexity and we need to find an individual that can help start a program office to assist in the operational and product development elements of our team.
ROLES AND RESPONSIBILITIES

* Creates processes to manage all projects currently under development within team, including project status, critical issue tracking, key dependencies, budget tracking, communication, rollout plans and ongoing sustaining.

* Creates outward communication to promote new tools, processes or changes introduced by TI

* Works closely with Eng leaders to manage elements of budget (CapEx, OpEx, Headcount, etc.)

* Create a reporting mechanism of all projects across organization

* Strong need to work on a strong team

* Arranges meetings with end-users to set expectations, gather feedback and generate user stories to bring back to the team.

* Ensures issues are identified, tracked, reported on and resolved in a timely manner.

* Consistently delivers high-quality services to our clients.

* Ensures complete transparency in development discussions.

* Includes the larger community as appropriate.

* Interacts with experts across the organization.

Education BSCS or BSEE or Other Related 4yr Technical Degree
