Sr ECS Analyst (or below DOE) - Electric #4470
PSE’s Energy Control Systems group is looking for 2 Senior Electric Energy Control Systems Analysts to join our team. This role is responsible to enhance and support real-time Energy Control Systems (ECS) that manage the electric power grid, including Energy Management Systems (EMS), SCADA front ends, Data Historians, Energy Accounting, and other related systems. The work consists of analysis, design, coding, implementation, maintenance, and troubleshooting of these systems and their external interfaces. You will review the impact and consequences of system changes, builds, and installations, to ensure that all service level agreements and operational compliance requirements are met. May lead and assign work to others.

Qualifications
Required:
- BS/BA degree in Electrical Engineering, Computer Science, or equivalent combination of education and experience.
- 5 years experience in supporting real-time EMS implementations for electric utilities, including analysis, design, coding, implementation, maintenance, and troubleshooting in one or more of the following areas:
o SCADA front-ends (models, databases, displays, alarms, and DNP-based protocols)
o Control management applications (including power balance monitoring, automatic generation control, state estimation, contingency analysis, and similar control management functions)
o Data historians, energy accounting, or control data exchange (ICCP, OATI E-tagging, etc)
- 3 years experience supporting one or more of the following products:
o Areva-Alstom eterra suite (e-terra platform / habitat / control / modeler / browser, FG Display Builder, OAG)
o OSIsoft PI System
- 3 years experience, and demonstrated proficiency, with development and troubleshooting of applications on Windows platforms (such as VB6 or applications on Windows 2003 / 2008 platforms), including application interface development and maintenance with FTP, HTTP, or Web Services.
- Strong problem solving skills, with a willingness to take initiative and persevere through challenges.
- Excellent verbal and written communication skills.
- Must be detail oriented and have careful attention to quality.
Desired:
- Experience supporting Situational Awareness or Economic Dispatch functions.
- Experience with MCG Energy Accounting services
- Development experience with C, C#, Fortran, or SQL Server.
- Development or administration experience with security and encryption.
- Knowledge of utility business processes for electric or gas operations.
- Exposure to electric (FERC/NERC) regulations and compliance requirements.
