Summary: The OCFO Field Operations unit of Lawrence Berkeley National Laboratory (LBNL) has an exciting full-time term appointment opportunity for a Senior Resource Analyst (25.3) matrixed to the Joint Genome Institute (JGI) in Walnut Creek, CA (LBNL Genomics Division - East) supporting world class genomic science related to energy research. This position operates within LBNLs financial policies and procedures, to provide detailed and comprehensive planning, analysis, and budgeting services to JGIs senior management team and staff of scientists, covering approximately $70 million in annual funding from U.S. Department of Energy (DOE) and other federal and non-federal funding sources.
Job Duties: The successful candidate will work to: ? Manage the daily routine financial functions of the JGI, including procurement review and approval, invoice certification, proper division of costs among project IDs, maintenance of the project tree including opening and closing accounts (i.e., project IDs), necessary resource adjustments, review and approve travel occurrences, and perform the monthly and annual closing process. Support the JGI Principal Resource Analyst on larger scale initiatives including the annual budgeting process, monthly financial reporting to management and stakeholders, ad hoc reporting for DOE and other stakeholders, recharge rate management, in-depth financial and cost analysis of the JGI sequencing production line and scientific program pipelines, and other projects as assigned to the JGI finance team. ? Apply comprehensive knowledge of program areas, Federal Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), LBNL, UC, DOE and other applicable policies and procedures in performing complex budget planning and analysis, including broad-based forecasting, modeling, scenario management, and contingency and long range planning. ? Develop solutions to routine and complex financial problems, where decisions and solutions have significant impact on major programs or initiatives. ? Oversee project proposal through close-out activities, including the projection and analysis of funding, resource costs and commitments, and staffing levels. Specifically, the candidate will develop funding forecasts and spending plans for Genomics Division/JGI programs and projects; track spending plans, analyze variances, and revise forecasts as necessary; produce standard and ad hoc periodic financial reports; analyze monthly financial data for accuracy, allowability, compliance to policy, and adherence to missions; and follow-up and resolve problems following generally accepted accounting principles. ? Advise and consult with Principal Investigators (PIs) and managers on budget policies, processes and procedures, and provide alerts and propose corrective actions/creative solutions in advance of funding shortfalls and other critical financial events. ? Recommend strategies for managing major financial variables resulting from widely varying research contract terms, funding uncertainty, varying sponsor financial guidelines and funding cycles, and specialized sponsor reporting requirements.
Qualifications Required: ? Bachelors degree in accounting, business or economics, and/or the equivalent of a minimum of five years experience in financial management functions in a research, academic or large/complex organization. ? Applied knowledge of budgeting, cost accounting standards, and accounting principles, including GAAP. ? Broad knowledge, experience and achievement in planning and managing portfolios of complex budgets funded from multiple sources having varying contract terms and conditions. ? Demonstrated experience in providing complex financial analytic and consultative services is required. Strong mathematical and quantitative analysis skills. ? Substantial experience with spreadsheets and financial databases, such as Excel and PeopleSoft financial applications, as well as other PC software such as Microsoft Word and PowerPoint is a must, including creating effective reports and presentations, with the effective use of charts and graphs. ? Strong organizational, analytical, and problem solving skills and the ability to multi-task and deliver thorough, accurate and comprehensive work on tight deadlines. ? Excellent written and verbal communication skills and the ability to interact effectively with a broad range of internal and external customers.
Desired: ? Masters degree or equivalent in accounting, finance, business or related field, working knowledge of Federal Cost Accounting Standards and other Federal process and regulations, knowledge of LBNL, DOE and sponsor reporting requirements and audit policies. ? Knowledge of the University of Californias business environment and an understanding of LBNL and DOE financial policies and procedures. ? Knowledge of PeopleSoft financial applications is a plus.
Salary Range: Senior Resource Analyst (25.3) - $68,664 to $94,404 per year.
Notes: This position is a term appointment not to exceed five years in length, although it may be converted to an indefinite career status position based on future business operational needs of the JGI during this appointment period. This position requires completion of a background check.
