Subject Matter Expert -SIGINT AnalystTitle: Subject Matter Expert -SIGINT Analyst Location: USA-Maryland-Annapolis Junction Other Locations: L-3 STRATIS has an immediate opening for a Subject Matter Expert - SIGINT Analyst in Annapolis Junction, MD.
Functional Responsibility : Provide the bridge between Mission end users of the system to be delivered and those who are architecting, engineering and/or developing the system. Support the development, review, and analysis of Mission CONOPs, CDDs, requirements, scenarios, vignettes and use cases that accurately reflect end users' needs. Assist in the development, organization, and articulation of Mission expectations to support test planning and operational evaluation activities. Facilitate interactions between system user groups and system developers. Assist Mission's development of operational business rules, process, and policies that have system design and technical development implications. Maintain cognizance of all operational requirements, ensuring that the spirit of the requirements is preserved across programmatic and acquisition activities. Support information management transformation. Professional Experience : Eight (8) years of demonstrated experience with SIGINT operations as a collector, processor, analyst, or reporter of SIGINT. Minimum of five years experience in the following subject areas: - SIGINT Policies, Regulations, United States Signals Intelligence Directives USSIDs - Requirements Process
The customer has identified the following requirement for support to Information Operations involving the need for the design and development of a database and the associated front-end capability to house shared information at various classification levels. The solution will largely be based on a current project now in development, and will require the support of an SME who will have expertise in sercurity policy and classification in order to identify and address security issues with associated data and dissemination. They will also be resposible for collaborating with a Database Engineer who will be required for the design/development of the database including the identification and the creation of required fields and records.
Required Experience: * Responsible for proposing structure and guidelines; strong leadership skills and influence to define requirements (will lead and work in conjunction with Database Engineer & Data Administrator) * 5 years of experience in Security and Policy * Expertise in security policy and classification for identifying and addressing serurity issues associated with data and dissemination * Digital Rights Management & Data Tagging experience (related to the management of data sourcing) * Familiar with Cross-Domain Solutions (ability to pull data from different networks across IC & DoD) Desired Experience: * Support to Weapons Development Community * Familar with Intel/Gain-Loss Review & Approval Process
