Essential Job Functions This is a highly active operational department. The objectives and activities aim to expand and improve the targeting methodology and tools used within the customer organization in support of forward-facing elements.
This person must possess strong technical leadership skill to support, track and manage multiple simultaneous projects that hybridize technical targeting and human analysis to perform a large-scale critical national security function. The candidate will assist both the watchlisting chief and the customer in defining and carrying out technical projects, especially in detailed follow-through from high-level design plans and objectives, rapid implementation, scheduling, budget planning and tracking. Roles and responsibilities include: -Carry out and report on integration planning and interface coordination; tracking delivery schedules and control gates for all watchlisting technical systems. -Provide systems integration support. -Assist with configuration management for current and future systems -Document program and IC technical requirements into actionable decision-making formats -Translating with customer management's guidance into actionable formats for the watchlisting program and customer -Alerting customer management to possible technical problem areas -Identifying systems and process enhancements to improve data handling, keeping customer management apprised of progress, issues, dependencies and progress -Help coordinate and prioritize multiple on-going activities, including: -Multiple software and database engineering projects -Consolidation of technical processes and procedures -Activities and dependencies -Identify, define, document, and track systems requirements and ensure ongoing O&M -Coordinate review of proposed system architectures, topologies and designs -Track the implementation of new systems and improvements -Coordinated technical presentations and compliance with various customer processes and boards Develops and applies advanced methods, theories and research techniques in the investigation and solution of complex and difficult system design requirements and matters of significance requiring expert application of advanced knowledge. * Plans, conducts and largely coordinates the most complex projects or major phases of significant projects; coordinates the efforts of engineers and support staff in the performance of assigned complex projects. * Oversees the investigation, analysis and resolution of difficult and complicated program support matters of significance. * Conducts investigations of highly complex systems. Develops, recommends and implements solution(s) ensuring effective and efficient operations. * Reviews literature, patents and current practices relevant to the solution of the most complex assigned projects. Identifies, recommends, and pursues technology/practices to apply to solution. * Oversees development and implementation of the most complex processes and procedures to ensure the most complicated contractual products are in compliance with standard specifications. * Oversees completion and implementation of system additions and/ or enhancements and recommends corrections in technical application and analysis to senior management. * Provides the highest level of technical consultation to other organizations. * Evaluates vendor capabilities to provide the most complex required products and services; Recommends vendor and approach and presents to senior management/customer as appropriate. * Provides leadership and work guidance to less experienced personnel. * Must have an active TS/SCI w/ FS/Poly
Basic Qualifications * Bachelor's degree or equivalent combination of education and experience * Bachelor's degree in engineering, systems engineering, physics, computer science, management information systems, or related field preferred * Twelve or more years of experience in systems engineering, software engineering, operating systems programming, or naval architecture * Experience working with software and hardware systems design principles * Experience working with specific software and/or hardware systems with a specific concentration in one or more areas * Experience working with design and coding languages * Experience working with design principles and applications Other Qualifications: * Minimum 4 years technical Project Management experience * Thorough familiarity with key customer systems resources, especially Hercules, Lotus Notes, and Oracle * Demonstrated ability to work productively in a high-performance, high-stress mixed contractor/vendor/staff environment. * Experience developing marketing/outreach programs for available services. * Familiarity and adroitness with Customer information security * process, reviews and boards * Excellent communications skills (oral, written, and presentation) * Project management lifecycle management experience. * Strong technical background including Object Oriented Design Methodology; database modeling, design, implementation, hosting and O&M (on multiple DB platforms, such as Oracle, MS SQL, MySQL, Lucene, Objectivity, etc.) * Experience with customer operations and environments * Web/Internet architecture modeling, design, implementation, hosting and O&M expertise (J2EE, HTML, and XML). * Experience with Wiki technology, especially MediaWiki-based systems such as Intellipedia such as Wikipedia. Experience in developing and maintaining agile (tactical) project schedules * Experience in project financial status tracking and reporting
