Description
This is a Contingent backfill for a current employee at COE-DMHA, Tripler Army Medical Center in HI. Specificially we are looking for someone who can Administer the hardware and software necessary to keep COE's local area network (LAN) and internet network operational.
* Analyses manual processes and inefficient automated systems and designs flow algorithms to be used in software development * Outsourced Programmer liaison * Provides detailed instruction for coding * Ensures proper documentation or knowledge transfer has been accomplished.
* Provides technical expertise and creativity needed to assist the COE in envisioning, planning and executing cutting edge internet based applications and projects. * Administers heterogeneous network of IBM compatible, and Macintosh systems, and other networkable devices.
Checks the transaction logs daily to determine overall health. Mitigates issues before it affects production, such as drive space, corrupt services, etc.

* Serves as upper level of troubleshooting for all internal user IT problems related to hardware and software. * Implements and maintains large network based servers and recommends standards concerning network protocol interfacing methods of distributed internet/intranet information processing, network gateways, and access security mechanisms. * Coordinates with other technical personnel for evaluating technical as well as user driven proposals and recommends procurement and planning alternatives. * Provides technical communications expertise in matters concerning engineering, installation, operation, maintenance, logistical support and technical training needs in support of enterprise network systems. * Interfaces with a variety of disaster related organizations as a technology and telecommunications resource. * Maintains security of the network from Denial of Service attacks, malicious code, and hackers. * Recommends standards for hardware to provide the most compatible and ergonomic systems as practical * Event support staff, domestic and international locatoins. * Preparing and packing equipment necessary for events * Site survey where practical * May be required to travel overseas in support of various events for the Center as needed. * Transport of equipment from Center to site execution * Setup and breakdown of equipment while on site * Support of staff while on site, including SMEs * Administrative support as necessary while on the trip * May need to chaperone Government representative when requested as necessitated by force protection guidelines

POSITION SUMMARY:
Under general supervision, maintains data files and control procedures for a complex system of networked computers or for a single group of microcomputers linked to a host workstation, or mainframe. Responsible for system security and data integrity. Assigns passwords and monitors use of resources, backs up files as required and responds to management requests for information.
RESPONSIBILITIES:
Establishes and maintains user accounts, assigns file permissions and establishes password and account policies; installs, upgrades, configures, tests, maintains and supports operating system software in a production environment.
Reviews performance logs and monitors system performance.
Troubleshoots and resolves basic level system hardware, software and communications problems; may perform configurations and adjustments to enhance database file capacity; performs automated and manual backup and restore processes.
Installs, configures and tests software packages.
Performs daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
Performs daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
Performs regular file archival and purge as necessary.
Creates, changes, and deletes user accounts per request.
EDUCATION & EXPERIENCE:
Typically requires bachelor's degree (in Computer Science or related field) or equivalent, and two to four years of related experience.
PHYSICAL DEMANDS:
Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
