Task Order Manager plans, directs, analyzes and coordinates task order activities for an upcoming large Air Force Special Operations Forces C2 & Mission Systems Support under the Special Operations Command Information Technology (SITEC) Specialty Services contract for approximately 58 people on three geographically separated locations. Ensures that all objectives and goals are accomplished within contractual requirements, time frame, and funding parameters to assure the successful movement of effort. Candidates should have a thorough understanding of the USSOCOM, Special Operations Forces Component Commands', and Theater Special Operations Commands' missions and charters. The Task Order Manager will provide day-to-day interface to the program management, technical staff and support organization; responsible for ensuring that tasks and personnel are transferred according to schedule and contractual requirements. This Task Order Manger position requires a detail oriented, hands-on senior level individual with knowledge of project management practices and will be required to work in close coordination with Operations, Human Relations (HR), and the customer to minimize mission impact. Candidate will be responsible for planning, directing, managing, and allocating resources at multiple operational sites in the Southwest Asia Theater of Operations to provide 24/7 Global Reach-back service support for AFSOF C2. Duties will include leading an engineering staff in the IT functional areas of system engineering, system administration, computer security, development and service monitoring; engagement and development of personnel resources for training and educational opportunities; ensuring quality performance requirements are met; identifying and implementing process improvements to optimize network performance and ensure customer satisfaction goals are accomplished. 1. Serves as a top level functional expert supporting transition. 2. Works with program management and technical staff to solve business problems related to program transition. 3. Applies expert functional knowledge and experience to significant business projects or processes. 4. May perform business development activities, including providing technical input to proposal efforts. 5. Provides guidance and training to less experienced staff. 6. Participates in special projects as required. Resource Management: - Validates level of staff proposed, source of staff, and skill levels are in line with contractual, financial, and solution requirements - Validates all non-people resources required for service delivery are in line with contractual, financial and solution requirements and Procurement has a plan in place to procure resources - Produces a gap analysis related to resources and documents risks and contingency plans - Assures all resources are in place for steady state operations.
BUSINESS AREA PERFORMANCE Deal On-boarding: - Consults with bid management/account management and reviews project proposals, contracts and other documents to determine goals, time frames, funding limitations, and procedures for accomplishing project, staffing requirements and allotment of resources. - Conducts on-boarding sessions to assure all project stake-holders, including the client, have a common understanding of terms and conditions of the project - Coordinates to assure all human resources activities occur to meet staffing requirements on service start date - Develops and implements communication plans to address transition cycle and initial steady state period.
- Bachelor's degree in Information Technology, Computer Science, Business Management/Administration or related discipline or equivalent. - Masters degree highly preferred - Direct experience will be considered in lieu of advanced degree on a case-by-case basis.
- 10-15 years of related experience, including supervisory experience. - Assures appropriate levels of due diligence and data gathering occur to allow for full validation of information and assumptions used in solution and proposal development. Solution Validation - Validates assumptions used in project solution development - Produces a gap analysis to highlight differences between assumptions used in solution and actual data gathered Must have current TS Clearance and meet the requirements of DCID 6/4. - Project Management Professional (PMP) certification is a plus. - DoD 8570.01 compliance required - ITIL V3 Foundations Certification desired
- This position is contingent on contract award - This position may require shift and weekend work - This position may require deployments to CONUS and OCONUS locations worldwide, and may include hazardous duty areas - While deployments can be of duration of up to 180 days, this position typically deploys on an as-required basis - Candidate may be required to carry a pager to respond to on-call support outside normally scheduled hours - The work is typically performed in an office environment and at client site locations, which requires proper safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.
