    Note: This position may be located in Baxter or St. Cloud, MN. This position may have the flexibility to telework on a varying basis based upon business need. The incumbent will be required to complete a telework agreement. The incumbent will be expected to work in the office and in the field as needed.

    The position supports the Assistant District Engineer, State Aid, in providing comprehensive direction, management, and engineering leadership in the operation of the District State Aid Division; they will provide support in local programs as mandated by Federal Highway Administration and the state legislature, including all rules, regulations, and laws. The position will be required to build and foster relationships, and to ensure collaboration and trusting experiences within MnDOT and with local agencies of government. They will be consistent and transparent in the selection, design, processing, and construction of projects in accordance with applicable Federal, State and Local requirements.

    Minimum Qualifications

    Three (3) years of para-engineering experience at the Engineering Specialist level (or equivalent) that demonstrates knowledge of:

    • Knowledge of State Aid rules, regulations and principals of the State Aid Highway System and highway construction plan preparation sufficient to carry out the approval process.

    • Knowledge of the roles, responsibilities, and authorities of local, regional and state units of government as it relates to transportation.

    • Experience coordinating project development with multiple agencies including city, county and staff from MnDOT functional areas sufficient to balance workload to meet deadlines.

    • Knowledge of all phases of program delivery including scoping, preliminary design, final design, and construction.

    Preferred Qualifications

    • Project management experience working on city and county federal, state, state aid and turnback projects showing an understanding and proficiency with standards, rules and regulations.

    • Technical expertise in MnDOT design standards, specifications, policies and procedures to include:geometric design standards; letting practices; federal regulations and MnDOT specifications.

    • Knowledge and experience with the requirements and drafting of construction contracts, change orders, and work orders.
