    Job Purpose:

    This position will be responsible for emissions regulatory compliance of EMD/Progress Rail's Locomotives and Power Products portfolio. This role will collaborate with engine and locomotive product groups and Caterpillar EPRC team to ensure emissions regulatory requirements are understood and products meet the regulatory requirements. This role is also responsible for managing the regulatory requirements around product changes, repower requirements, aftermarket emissions kits and ensure all releases or changes are approved by EPRC /regulatory agencies and appropriate communication plans are developed and executed. Position leads a team of one or two emissions regulatory team members.

    Key Job Elements:

    Job Duties/Responsibilities may include, but are not limited to

    • Leadership and execution of emissions compliance for EMD/Progress Rail products.

    • Partner with engine emissions and locomotive development teams to ensure regulations are understood and new products are developed to meet emissions requirements.

    • Develop and implement strategic plans for emissions audits by assessing forecasted sales with the inquiry and sales team. Collaborate with EPRC team to satisfy annual EPA installation audit requirements. Maintain a good working relationship with commercial teams, engineering and EPRC team.

    • Develop targeted emissions certification and compliance guidance on specific product issues; effectively deploys this guidance to relevant engine and locomotive teams.

    • Monitor locomotive registrations, exemption management and closures, and supporting Caterpillar EPRC team in quarterly EPA submissions for emissions reduction credits - Averaging, Banking and Trading provisions, along with model year certifications.

    • VOR (Voice of the Regulator) definition, guidance, and documentation

    • AECD (Auxiliary Emissions Control Devices) guidance and documentation

    • Create standard work documentation and implement governance process to drive efficiency.

    • Develop process and adherence to emissions regulatory requirements for Aftermarket, Repowers, Engine Overhauls, Emissions kits compliance.

    • Drive proactive emissions testing processes at manufacturing facilities for engines and locomotives.

    • Support commercial teams to communicate regulatory requirements and provide emissions certification test requirements, guidance to engineering teams.

    • Regular updates and communication progress to leadership on regular basis

    • Modify or create new processes to certify and ensure compliance with emissions regulations.

    • Create an engaging work culture and drive changes to improve employee/team experience.

    Qualifications and Experience:

    Basic Qualifications

    • 10 years of relevant industry and regulatory experience

    • Technical knowledge - experience with engine testing, calibration, simulation, or controls

    • Excellent analytical skills

    • Self-starter with strong technical leadership skills

    • Strong communication skills - Oral and written complemented by the ability to develop/deliver technical presentations.

    Top Candidates will also have

    • Prior Caterpillar experience and/or knowledge of locomotive applications.

    • Prior experience of Marine and power generation engine applications.

    • Process improvement skills.

    • Excellent communication skills - interaction with outside governmental organizations is required.

    • High attention to detail.

    • Organization and problem-solving skills.

    • Ability to travel as required, 10-15% travel.

    Essential and Physical Activities Functions

    • Strength - Position typically involves work in an office environment with occasional visits to an industrial environment. Frequent/constant sitting. Occasional standing and walking. Occasional light-level lifting or carrying (up to 10 pounds);

    • Motion - Position regularly requires standard motions associated with working in an office environment;

    • Vision/Hearing Requirements - Frequent verbal communications, including both talking and hearing;

    • Work Environment - Position is typically located in an office environment with occasional visits to an industrial environment which may include a non-temperature-controlled environment, as well as exposure to noise (85+ decibels), occasional exposure to temperature changes, heavy machinery and other hazardous working conditions requiring the use of PPE;

    • Emotional Demands - Very high level of responsibility. Must be able to coordinate diverse aspects of a project. Requires significant interpersonal skills while sustaining very high standards. Domestic and international travel as required;

    • Safety - Position may occasionally require the use of Personal Protective Equipment during visits to industrial areas.
