    Job Summary

    The Transmission Outage Scheduler position will manage and coordinate the work plans for both short and/or long-term hands-on work activities associated with the LIPA transmission system. This position requires interfacing and coordination with numerous internal and external parties. This includes, but is not limited to: Distribution Operations, Projects and Construction (PAC), Engineering, Planning, Power Markets, Substation Maintenance, Relay, Major Accounts, Overhead/Underground Lines, Power Portfolios, and a number of external agencies such as, external Transmission Owners/Operators, NYISO, Long Island Railroad, local Generator Owners, local Merchant Transmission Interconnecting Facilites, Municipalities, and all others impacted by the work being performed. This position is responsible for the following activities: evaluate each work activity request against the reliability and risk to the LIPA transmission/distribution system, job sequencing and scheduling of work, and the evaluation and consolidation of required documentation in accordance with established Operating Instructions (OI). This position acts as the single point of contact for all internal and external customer work requests on the LIPA transmission system. This position requires strong leadership abilities, communication skills, as well as in-depth knowledge of the clearance and control process and the LIPA transmission/distribution system.

    Job Responsibilities

    • Evaluate and coordinate work requests in support of all construction and maintenance work activities on the LIPA transmission system. This is accomplished through a comprehensive understanding of transmission operations, established Operating Instructions (OIs), and the ability to execute and analyze the results of power-flow and contingency analysis studies on the Energy Management System. Develop strategic work plans that ensure the safe reliable operation of the LIPA transmission and distribution system, with consideration for NYISO requirements, capital project schedules, both planned and unplanned maintenance, seasonal weather conditions, external work requests and any impact on customers/municipalities/neighboring utilities etc.

    • Provide tactical direction to internal and external area supervisors, planners/schedulers, and/or work coordinators on requests to support constuction and maintenance activities of the various organizations.

    • Facilitate area work planning meetings, identify potential work bundling opportunities and coordinate joint construction and maintenance activities.

    • Attend project team meetings, including field evaluations and condition assessments as needed.

    • Perform Transmission Security Management (TSM) load flow analysis studies, in advance of construction and maintenance work activities, to ensure the safe and reliable operation of the LIPA transmission system.

    • Direct internal organizations to perform line patrols, and request contingency switching be developed when appropriate.

    • Review and provide final approval of construction releases prior to the equipment being released for operation to the Transmission Control Center.

    Job Specific Qualifications

    Required

    • Bachelor's Degree in Engineering or related field with 8 years of relevant work experience, or in lieu of a degree, 10 years of relevant work experience

    • Control Center related work experience in T&D and Power system related fields (i.e. Substation Maintenance, Substation Operations, Engineering, Planning, Protection, OH/UG, Distribution, Power Plant)

    • NERC Transmission Operator or Reliability Coordinator certification expected to be obtained within 6 months.

    • Ability to Coordinate multiple concurrent long & short term Capital Transmission Projects and Maintenance activities: Clarifies project scope, runs appropriate load flow studies; develops work sequence, identifies mobile equipment/temporary equipment needs, identifies potential obstacles to completing the project, identifies supporting documentation required to maintain the reliability of the T&D System, makes initial timing assessments. and schedule upon completion of all planning efforts.

    • Ability to create, process and store work management documentation using computer systems and programs, experience using MS Office Software such as Word, Excel, PowerPoint, etc.

    • Excellent communication and organizational skills and the ability to function effectively in a diverse support organization.

    • Supports new developer interconnections and provides feedback throughout the interconnection process.

    Desired

    • Ability to Coordinate Transmission Projects and Maintenance activities: Clarifies project scope, runs appropriate load flow studies; develops work sequence, identifies mobile equipment/temporary equipment needs, identifies potential obstacles to completing the project, identifies clearance requirements, and makes initial timing assessments.
