    The Web Application Developer III - Application Architect will design, develop, and maintain web applications using Cold Fusion, Java/J2EE, and Drupal . The position requires an individual that has direct performance of the full lifecycle delivery of complex web applications. Responsible for the overall system design. Consults with end users to test and debug applications to meet client needs. Serves as expert in all aspects of designing and application development. May conduct training to IT Staff and end users. Demonstrates expertise in a variety of the fields, concepts, practices, and procedures. May provide consultation on complex projects.

    Responsibilities

    • Documents development requirements for database, applications, and operation system environment.

    • Consults with end users to test and debug applications to meet client needs.

    • Serves as expert in all aspects of designing and application development.

    • May conduct training to IT Staff and end users.

    • Demonstrates expertise in a variety of the fields, concepts, practices, and procedures.

    • May provide consultation on complex projects.

    • Provide infrastructure management services for web applications and websites.

    • Reviews future project requirements and develops strategies for future work.

    • Develop and enhance web-based applications and websites.

    • Develop project plans and documents the design and functionality of web-based applications and websites. Project plans to include:

    • Functional requirements,

    • Application architecture diagrams,

    • Entity-relationship diagrams,

    • Data dictionaries,

    • Work breakdown structures,

    • Prototyping,

    • Project schedules, and

    • Unit and application test plans.

    • Provide application training to customers/end-users.

    • Perform website content analysis and develop information architectures to include information architecture diagrams and site flow diagrams.

    • Install, upgrade, patch, administer, tune and monitor Web Servers, Middleware/Application Servers.

    • Install and upgrade shared application services to include Portal, Collaboration, Enterprise Content Management and Source Code Repository.

    • Create, review, and update procedures/documentation/guides.

    • Respond to requests and provide information and documentation for internal system reviews and audits.

    • Resolve and document resolution of any resulting security findings.

    • Provide technical and configuration data for planning and reporting.

    • May assign personnel to various projects and directs their activities.

    Qualifications

    • Bachelor's Degree preferred but will consider experience and a great portfolio in lieu of degree

    • 10 years of experience in web development using Java/J2EE, ColdFusion and Drupal.

    • Ability to obtain a security clearance (Public Trust)

    • Comfortable working independently or in a collaborative environment

    • Ability to present ideas and solutions to other development team members

    • Able to give constructive/positive direction to junior developers when needed

    • Able to stay up to date with technologies and application development practices

    • Self-starter who is solution-oriented, passionate, and thoughtful about their work.

    • Strong background in web performance principles and page speed optimization techniques.

    • Strong understanding of 508-site compliance and best practices.

    • Strong understanding of existing and legacy web/internet browser compatibilities, mobile/device browsers and supported technologies for both desktop and mobile.

    • Strong communication skills

    • Excellent problem solving and analytical skills, interpersonal communications, presentation skills, and written and verbal communication skills

    • Demonstrated success in working within cross-functional teams to meet aggressive deadlines.

    • Ability to meet deadlines, handle and prioritize multiple simultaneous requests, manage laterally and upwards, all with a professional and courteous attitude.

    • Able to manage individual priorities and time effectively

    • Highly self-motivated, self-directed, and results oriented with exceptional attention to detail

    Knowledge, Skills and Abilities:

    • If remote, occasional travel to Washington, DC may be requested

    • ColdFusion, Java/J2EE, Drupal, JavaScript, Structured Query Language (SQL)

    • HyperText Markup Language (HTML), Extensible Markup Language (XML)

    • Dreamweaver, Photoshop, Cascading Style Sheets (CSS), Subversion

    • 508 Compliance

    • Oracle/MySQL/Microsoft SQL Server with Excel and email integration

    • UNIX, Linux, Windows

    Final salary determination based on skill-set, qualifications, and approved funding.
