    GENERAL DUTIES

    Under general supervision, plans, designs, develops, and fulfills PeopleSoft Enterprise Human Capital Management, Campus Solutions, and Finance Solutions application development requirements for complex applications.

    The Software Developer (PeopleSoft) demonstrates mastery of one or more PeopleSoft product modules and expertise using Application Engine, PeopleSoft Tools, and People Code. Serves as a resource person in at least one of the above mentioned modules.

    All personnel perform related work. This specification describes typical assignments; related duties may be assigned as needed. There are two assignment levels (level 1 and Level 2).

    General Work Tasks

    Assignment Level 1

    • Interprets functional designs to create technical designs containing the information needed to code PeopleSoft objects, partnering with Project Team members to collect requirements and validate designs

    • Codes PeopleSoft objects adhering to technical designs

    • Applies standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)

    • Creates documentation needed to support PeopleSoft code

    • Creates and executes unit and system integration tests to validate new or changed code; documents errors and resolves defects

    • Works with feedback from the user community

    • Supports technical aspects of code deployment to production environments

    • Supports the Production function by resolving code defects identified by end users

    • Works to support transition of Production Support to Managed Services team

    • Designs and generates PeopleSoft reports

    • Provides solutions to a variety of technical problems of moderate scope and complexity

    Assignment Level 2

    • Completes all Level 1 tasks

    • Troubleshoots codes / PeopleSoft objects adhering to technical designs using specialized

    • Serves as an expert resource to Level1 staff

    • Applies expertise and supplies technical guidance to others using standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)

    • Advises Level 1 staff during unit and system integration tests to validate new or changed code; documents errors and resolves defects

    • Provides technical support and troubleshooting within defined service level agreements

    • Provides solutions to a variety of technical problems of larger scope and complexity than Level 1

    CAMPUS SPECIFIC INFORMATION

    The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades and maintains the University's network, operates the University's Data Center and Service Desk and manages the processes of safeguarding the University's IT assets and operates the SOC. Additionally, CIS develops disaster recovery plans for business continuity, maintains the security of the University's IT assets, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY's 25 colleges. CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses.

    Reporting to the Director of Applications Development & Production Support, the Senior PeopleSoft Application Developer is responsible for the development and critical day-to-day support and enhancement of the Student Information System (SIS). The SIS, referred to as "CUNYfirst" within the university operates on PeopleSoft software. It consists of multiple modules designed for diverse organizational tasks, enabling students, faculty, and staff to efficiently handle academic and administrative data. This encompasses functionalities such as registration, course enrollment, financial aid management, and student record maintenance. CUNYfirst requires significant customization and integration to align with CUNY's needs within the PeopleSoft framework, requiring regular updates and adjustments to code to implement any changes.

    Key responsibilities include, but are not limited to:

    • Identifies, implements, and maintains custom PeopleTools applications based on analysis of user/owner needs; analyzes, identifies, and implements requested upgrades, enhancements, and changes to PeopleSoft Interaction Hub, and Campus Solutions; performs (full life cycle) software development.

    • Conducts PeopleSoft business process analysis, systems analysis, systems design, development, testing, deployment, and support; provides leadership and technical expertise for strategic development and implementation of University-wide systems.

    • Ensures the implementation of PeopleSoft updates/fixes, application and People Tools upgrades; participates in the development of system test plans and acceptance criteria.

    • Supports the user community by working directly with clients and managing requests and translating functional requirements into technical specifications through hands-on analysis; identifies user needs and matching to appropriate solutions; monitors ongoing developments and anticipates problems.

    • Communicates development project status to senior management on a timely and accurate basis; works with user/business owners to understand system issues and provide solutions, including design, development, and system test of data update scripts and code development; meets timelines for delivery of products of services; ensures clients are informed of progress or setbacks in projects.

    • Uses best practices to ensure consistent system functionality and availability to the user community; ensures finished product meets the objectives and any other appropriate criteria associated with users' specifications.

    • Monitors and performs problem resolution of PeopleSoft Integrations; ensures that PeopleSoft system-related production errors are resolved based on defined SLAs; interacts with database administrators, security analysts and business system users in this effort.

    • Stays current with PeopleTools technology; advances and provides impact analysis of PeopleTools upgrades.

    • Serves as a high-level technical resource to all systems and application implementation teams by consulting, reviewing, and providing recommendations regarding proposed system architectures to ensure successful enterprise deployments.

    • Leads a staff of technical professionals on various projects.

    • Performs other related duties as assigned.

    NOTE

    Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.

    MINIMUM QUALIFICATIONS

    Level 1

    1) A combination of education and experience that may be met by one of the following:

    a) Oracle/PeopleSoft certification for PeopleSoft Version 8 or later with 2 years of full time information technology work experience which must have been primarily in PeopleSoft development,

    OR

    b) A Bachelor's degree from an accredited institution in computer science or related field plus three (3) years of full-time information technology work experience, which must have been primarily in PeopleSoft development,

    OR

    c) An Associate's degree from an accredited institution in computer science or related field plus five (5) years of full-time information technology work experience, at least three (3) years of which must have been primarily in PeopleSoft development,

    OR

    d) A High School diploma or GED from an accredited institution and at least seven (7) years of full time information technology work experience (post-high school), at least three (3) years of which must have been primarily in PeopleSoft development

    2) Demonstrated English language proficiency, including the ability to speak, read, write and understand English well enough to meet minimally acceptable performance standards set for job tasks.

    Please note: No substitutions or equivalencies for 3 years of PeopleSoft Development experience will be accepted

    Level 2 and level 3

    In addition to minimum qualifications, candidates for level 2 and 3 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.

    Level 4

    In addition to the qualifications for level 3, candidates for level 4 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.

    OTHER QUALIFICATIONS

    Preferred

    • Strong experience in PeopleSoft application design and development, full lifecycle management, and the successful execution of PeopleSoft-related software implementation projects and can serve as a solution architect

    • Strong PeopleSoft technical skills ranging from analysis and design to coding and unit testing

    • Demonstrated PeopleSoft experience as an Application Designer and either SQR or PeopleCode experience at an expert level, including experience in successful large-scale PeopleSoft implementations

    • Experience in using PeopleSoft Technologies to integrate with vendor software such as CourseDog, Campus Logic, Visual Schedule Builder, DegreeWorks, and others

    • Thorough and updated knowledge of relevant technologies such as Application Designer, Application Engine, PeopleTools 8.58 and/or higher PeopleCode, PeopleSoft Integration Broker, SQR, Change Assistant, DataMover, Component Interface, and Process Scheduler

    • In-depth technical understanding of PeopleSoft Interaction Hub 9.1, Campus Solution 9.2 and demonstrated expertise in web server applications and web services

    • Experience with Oracle relational database management systems

    • Experience in Single Sign On integration for multi-institution setup

    • Excellent interpersonal skills, reflected in the ability to form successful cooperative partnerships with both internal and external personnel

    • Ability to lead a diverse team of technical professionals, and the skill to manage and motivate team members to produce quality deliverables while meeting project deadlines

    COMPENSATION

    Civil Service Title: IT Software Developer-PeopleSoft Software 4

    Incumbent Rate: $132,563
